• Evaluation will be based on Price, Technical Capability, and Prior Experience.

• Offerors must be registered in the System for Award Management (SAM) and have a Unique Entity Identifier (UEI).

• This RFQ is not a Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

To characterize, package, transport, and dispose of petroleum and potentially hazardous waste from Mesa Verde National Park (MEVE) at a licensed facility.

• Provide all necessary labor, equipment, and materials for waste characterization, packaging, transport, and disposal.

• Use a reliable, licensed waste transporter operating in Colorado.

• Prepare a summary report documenting completed actions, including an inventory of materials handled and disposal manifests.

• The services must be completed within 90 days of contract award.

• Waste materials are gathered at the Maintenance Yard on Chapin Mesa and itemized in Attachment 1.

• Disposal manifests must be returned to the park within ten working days of disposal/destruction.

• Equipment and tools must meet OSHA requirements.

• Employees must be physically qualified and alert.

• Reportable accidents (death, occupational disease, traumatic injury, property damage over $100, fires) must be reported immediately to the Park Representative, with a DI-134 form submitted within 7 days.

• Field work to be conducted within 90 days of contract award.

• Work location: Mesa Verde National Park, Colorado.

• Compliance with all applicable Colorado and federal regulations and guidelines.

• Housekeeping: Keep work areas neat, orderly, and safe; provide containers for waste; keep volatile wastes in covered containers.

• Disposal: All removed material not specified otherwise becomes the contractor's property and must be disposed of legally outside the park.

• Project Closeout: Remove all tools, equipment, surplus materials, and rubbish before final inspection. The project area must be thoroughly clean.

• Invoicing: Submit invoices through the Internet Payment Platform (IPP), clearly itemizing work and associated costs.
