Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish and install new rolling shelf units in Building 6415 at Barksdale AFB to improve storage capacity, optimize space, and enhance organization and access to stored materials.

• Furnish all materials, labor, and equipment for the removal/installation of rolling shelves.

• Installation in two locations within Building 6415 (20 BGS CTK): Lower Mezzanine and Main Service Area.

• Specifics for Lower Mezzanine:

  • 19' 2" track system with concrete anchors.
  • 5 movable shelving units (31 5/16" wide, 20'1" long, 79 1/8" tall) on track.
  • Mobile shelves divided into 3 columns (two 75 3/4", one 99 3/4").
  • Crank system actuation.
  • Locking system for safety.
  • Minimum 35 1/8" access space.
  • One static shelf at the end.
  • Two adjustable shelves per column.
  • System must support at least 78 lbs./ft² distributed load.
  • Shelving surfaces to be provided with foam.

• Specifics for Main Service Area:

  • 3 separate track systems (two 72", one 96") with concrete anchors.
  • 72" tracks: one mobile unit each (30 13/16" wide, 21' 6 3/4" long, 84 1/8" tall).
  • 96" track: two mobile units (matching previous dimensions).
  • Mobile shelving sections: 3 columns (two 75", one 99").
  • Static shelving units at the end of each track, some split for existing structure (30" wide, 52 3/4" long, 78 3/16" tall; 30" wide, 12' 6 1/2" long, 78 3/16" tall).
  • Open, rack-style shelves.
  • Crank system actuation.
  • Locking system for safety.
  • Minimum 36" access space.
  • System must support at least 78 lbs./ft² distributed load.
  • Shelving surfaces to be provided with foam.

• Delivery and Installation: Sixty (60) Days AOR (After Receipt of Order).

• Location: Building 6415, 20 BGS CTK, Lower Mezzanine and Main Service Area, Barksdale AFB, LA 71110.

• Hours of Operations: Workdays between 0700 and 1700, excluding Saturdays, Sundays, and Federal Holidays.

• Contractor responsible for coordination of base access or escort.

• Contractor must repair any damage to government facilities caused during installation.

• Security Requirements: Visitor passes (S5 Pass), background checks, and escort procedures are detailed. Contractor vehicles subject to search. No privately owned vehicles in restricted areas without a free zone. Contractor vehicles must be marked.

• Conduct Requirements: Compliance with base traffic regulations and proper conduct.

• Weapons/Firearms: Prohibited on base for contractor employees.

• Safeguarding Government Property: Contractor responsible for all government property and controlled forms.

• Safety: Contractor must have a safety plan, instruct employees on safety, and provide PPE. Accident/Incident reporting procedures are outlined.

• Housekeeping: Keep work areas clean and neat per industry and OSHA standards.

• Project Liaisons: TSgt Joshua Wagner is the primary contact.

• Ombudsman: Information provided for dispute resolution, but not for technical clarifications or due dates.

• Health and Safety on Government Installations: Contractor must take reasonable steps to prevent accidents and preserve health and safety.

• Contractor Access to Air Force Installations: Procedures for obtaining base identification and vehicle passes are detailed, including requirements for new personnel and return of credentials.

To furnish and install new rolling shelves in Building 6225, Room C101C at Barksdale AFB, LA, to address inadequate storage and potential safety hazards, thereby enhancing mission effectiveness.

• Furnish all plans, materials, labor, and equipment for the removal/installation of rolling shelves.

• Install a track system with sufficient anchors for stability.

• Install 6 movable shelf units (36" W x 96" L x 75 5/8" H) actuated by a crank system with safety locks.

• Install 1 static shelving unit (18" W x 96" L x 75 5/8" H) with a solid exterior.

• Each shelf unit will contain 4 shelves, with specific dimensions for the movable and static units.

• Shelving surfaces will be provided with foam.

• Ensure open access to shelves measures at least 36" when locked in an open configuration.

• Ensure shelves allow for door opening of at least 90 degrees without impact.

• System must support an average distributed load of at least 78 lbs/ft².

• Repair any damage to government facilities caused during installation.

• Delivery and installation to be completed within Sixty (60) Days AOR (After Receipt of Order).

• Work to be performed between 0700 and 1700 each workday, excluding Saturdays, Sundays, and Federal Holidays.

• Contractor must maintain clean and neat work areas per industry, OSHA, and safety standards.

• Location: Building 6225, Room C101C, 625 Lindbergh Drive, Barksdale AFB, LA 71110.

• Duration: Sixty (60) Days AOR.

• Security: Contractor must obtain AF Form 75 Visitor Passes for all personnel. Coordination with TSgt Joshua Wagner is required for escorts and pass issuance. Vehicles are subject to search. Contractor vehicles must be marked with company name. Employees are prohibited from possessing weapons, firearms, or ammunition on base.

• Identification: Contractor personnel must wear or display installation identification badges. Written requests for base access are required.

• Safety: Contractor must implement a safety plan, instruct employees on safety, and provide appropriate PPE. All accidents must be reported.

• Housekeeping: Maintain clean and safe work areas.

• Project Liaisons: TSgt Joshua Wagner is the primary point of contact.

• Ombudsman: Information provided on how to contact the ombudsman for concerns, but initial contact should be with the contracting officer.

• Health and Safety: Comply with all reasonable precautions to prevent accidents and preserve health and safety. Adhere to AFOSH standards as directed.

• Contractor Access: Obtain base identification and vehicle passes, and comply with requirements for unescorted entry to controlled areas.

• After-Hours Contact: Provide an after-hours contact number/email for the Emergency Mass Notification System (EMNS).
