Scope of Work
The USCG is seeking capabilities to produce two critical components for the MH-65E Helicopter:
- Floorboard Boot Attachment Mount
- Floorboard Marker Beacon Mount
These items require reverse engineering and manufacturing. Detailed photographs and estimated dimensional data for these parts are provided in Attachment 1, which is crucial for understanding the exact specifications. The required material is 6081-T6 0.032", with surface treatment Anodize IAW MIL-A-8625(series) Type I, Class 1 and finish Epoxy prime IAW MIL-PRF-23377(series) Type I, Class C2. The contractor will be responsible for manufacturing all special, nonstandard tooling and retaining it on-site as government property for three years at no additional cost to the Government. A potential first article quantity of one (1) each is anticipated, with a production buy not exceeding ninety (90) each, contingent on successful form, fit, and function testing within 90 calendar days.

Contractor Requirements
Interested firms must meet specific qualifications:
- Possess either a Federal Aviation Administration (FAA) Part 145 Certified Repair Facility or an equivalent European Aviation Safety Agency (EASA) Part 145 Certified Repair Facility.
- Hold ISO 9001:2015 certification.
- Maintain an FAA Parts Manufacturing Authority Quality System per 14 CFR 21.307. The USCG also inquires about capabilities for Nondestructive Testing (ASNT Level 2 certified technicians) and the ability to perform reverse engineering.
