- Exhibit Design: Developing a full design concept, including sketches, text, graphic layouts, and color proofs, adhering to USFWS interpretive and graphic standards, as well as ADA and Architectural Barriers Act accessibility requirements.
- Consultation: Conducting a minimum of three review meetings with refuge staff and engaging community representatives, incorporating revisions, and securing final written approval before fabrication.
- Fabrication: Producing durable, large-format, wall-mounted exhibit materials suitable for high-traffic indoor public spaces, ensuring weather-resistance, UV-resistance, and long-term color fidelity (minimum 10 years).
- Delivery & Installation: Coordinating installation to minimize visitor disruption, completing all work by November 1, 2026, and providing all necessary labor, tools, and equipment.
- Optional CLIN: Design, update, manufacture, and deliver outdoor-rated exhibit panels and location banners for nine kiosk locations, including content development, graphic design, and fabrication of metal panels and weather-resistant banners.

Submission & Evaluation
Offers must be submitted via email to jeremy_riva@ios.doi.gov. Interested businesses are encouraged to submit quotations on Standard Form (SF) 1449. Award will be made to the offeror providing the best value to the Government, considering technical specifications, lead time, past performance, and price. Conformance to technical specifications will be considered more important than price. The Government intends to award without discussions, so initial offers should contain best terms. Offerors must hold prices firm for 60 calendar days. A Wage Determination for Wayne County, Michigan, is attached and must be considered for labor costs.
Contractor Qualifications
