Solicitation / RFP / RFQ

This solicitation is for the procurement and delivery of one (1) 18' aluminum boat vessel, one (1) 75 HP outboard motor, and one (1) boat trailer. The procurement is a 100% Total Small Business set-aside, firm-fixed-price contract.

• One (1) 18' modified V-tunnel welded aluminum boat (brand name or equal to SeaArk 1872 MVT).

• One (1) 75 HP 4-stroke outboard motor (compatible with Suzuki DF75ATL, brand name or equal).

• One (1) galvanized steel boat trailer, single axle, rated minimum 2600 lbs.

• Offerors must clearly identify the make and model of proposed equipment.

• Required documentation includes: Operator/User Manual, Maintenance Manual, Warranty documentation, Parts list, technical specifications, and manufacturer contact information for warranty support.

• Any safety certifications or compliance documentation applicable to the equipment.

• Contract Type: Firm-fixed-price.

• Period of Performance: Estimated from 05/21/2026 to 09/30/2026.

• Delivery: By 09/30/2026 to Ludington Biological Station, 5050 Commerce Drive, Ludington, MI 49431.

• Simultaneous delivery of all equipment is strongly preferred; separate deliveries are acceptable if meeting a single delivery timeframe is not feasible.

• Offer Due Date: 05/15/2026 at 1700 EST.

• Quotes must be submitted on company letterhead and include: Name of Firm, UEI, Point of Contact, Phone, Email.

• Evaluation Criteria: Best Value Comparative Evaluation, based on Technical Acceptability, Past Performance, and Price. Technical Acceptability and Past Performance are more important than Price.

• Technical Acceptability will be evaluated on a pass/fail basis, assessing Product Specifications and Features, Configuration and Compatibility, Delivery and Condition, Warranty and Support, and Compliance with Regulations.

• Past Performance requires three examples of successful, timely completion of similar work.

• Offerors must certify compliance with applicable FAR/RFO provisions and active SAM.gov registration.

• This acquisition is a 100% Total Small Business set-aside.

• Payment will be made via electronic invoicing through the Invoice Processing Platform (IPP).

This document outlines the specifications for one (1) 18-foot modified V-bottom tunnel hull boat, motor, and trailer to be procured by the U.S. Fish and Wildlife Service, Ludington Biological Station.

Boat:

• 18ft modified V-tunnel hull, welded aluminum (SeaArk 1872 MVT or approved equal)
• 0.125" gauge aluminum hull with 3-degree modified V-hull
• 20" raised transom and tunnel for propeller-driven outboard motor in shallow water
• 28" side height, 72" bottom width, 95" hull beam
• Adequate ribs for stability, 3/16" keel structural beam
• Bilge pump, 72" external transom flotation pods
• 1/ea bow and stern eyes, oversized extruded cap rail with accessory track and rub rail
• Minimum 4" wide non-skid surface, ice runners, mooring cleats
• All aluminum transom construction (no fillers or wood)
• 5' front deck with pedestal seat and storage, open deck
• Portable 9-gallon gasoline tank with hold-down strap (stern location)
• Center "A" position console with forward box, marine-grade aluminum
• Windshield with handrail, console wiring/instrument panel
• Console control box with housing and rigging for throttle control
• 6-gauge wiring for bow electric motor, bow wired for trolling motor
• Horn, bilge pump switch, LED courtesy light, hour meter
• USCG-compliant LED running and anchor lights, navigation lights

• Minimum .125-gauge aluminum treadplate flooring, Line-X type or equivalent, olive drab gatorhide paint
• Weight capacity: 2075 lbs minimum
• Electrical: full rigging with engine and console, LED running/anchor/navigation lights, complete electrical package with 6-gauge wiring, one Group 27, 12V heavy-duty starting battery with box, pre-rigged for throttle/shift cables and wiring harness, front trolling motor plug.

Trailer:

• One (1) galvanized steel boat trailer
• Suitable to fit and transport the specified boat and motor
• All wiring meets DOT requirements
• Total trailer length approx. 22 ft, width between fenders 84"
• Galvanized steel construction, reinforced fenders (300 lbs max weight capacity)
• Trailer width approx. 100"
• 14" galvanized wheels with tires rated per TRA requirements, includes mounted spare
• Single axle, electric brakes with breakaway kit
• Weight capacity 2600 lbs minimum
• LED sealed submersible marine lights with wiring to 7-prong RV electrical connector
• PVC adjustable side load guides, 2 composite covered bunks
• Wheeled, adjustable tongue jack, heat shrink wrapped wire connectors
• 1 galvanized safety chain or plastisized cables, 2 ratcheting tie-downs
• Trailer winch with strap, coupling hitch for 2 5/16" ball
• Equipped with swing away tongue if possible
• Trailer must comply with federal and state laws for 24-hour highway operation.
