• A site visit will be held on 04/15/2026 at 10:00 AM EST at 6975 Mower Road, Saginaw, MI 48601. Contractors must RSVP to cgarrigas@ios.doi.gov no later than 24 hours prior to the site visit.

• No questions will be answered at the time of the site visit.

• Performance and payment bonds are not required.

Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade the existing electrical service at the Shiawassee National Wildlife Refuge headquarters from 50 amp to 100 amp capacity to ensure reliable performance and prevent system overloads.

• Upgrade the electrical system serving the four-stall garage to a minimum capacity of 100 amps.

• Evaluate current electrical service, identify limitations, and replace/upgrade outdated components.

• Replace existing wiring with new, appropriately rated wiring routed through the existing underground conduit (approx. 125 feet).

• Inspect and confirm the serviceability of the existing underground conduit.

• Furnish and install a 50amp RV-capable receptacle in the northwest corner of the garage.

• Repair and restore any interior finishes disturbed by the electrical work.

• Remove all debris, packaging, and waste generated by the upgrade, leaving the worksite clean.

• All work must comply with applicable electrical codes, safety standards, and permitting requirements.

• Quality Control: Contractor must maintain a documented QC program. Government will perform QA.

• Acceptance Criteria: Electrical system must safely support at least 100 amps, meet all code requirements, pass AHJ inspection, and all other specified requirements must be met.

• Place of Performance: Shiawassee National Wildlife Refuge headquarters, 6975 Mower Road, Saginaw MI 48601.

• Period of Performance: April 27, 2026 – May 15, 2026.

• Normal Duty Hours: Monday-Friday, 8:00 a.m. - 4:00 p.m. (Nonduty hours exclude weeknights, weekends, and Government holidays).

• Note: Spring conditions may affect site accessibility and require coordination with refuge staff.

• Contractors must be registered and active in SAM.gov at the time of award.

• Contractors must demonstrate prior experience with similar scope work.

• Contractors must maintain required insurance coverage and bonding.

• Contractor is responsible for furnishing all equipment, tools, supplies, and materials.

• Government will provide electricity and restroom facilities.
