• Physical Requirements: Minimum capacity (1750 gallons), MAWP (500 psig or greater), maximum weight (40,000 lbs full), minimum design temperature (-320°F), pallet-mounted, forklift-transportable, nominal evaporation rate (0.6% per day max), flow capability (3,500 scfh min), and maximum height (144 in).
• General Requirements: Includes specifications for a differential pressure liquid level gauge, pressure gauge, pressure safety elements/rupture discs, relief valves, a pressure building coil, a vacuum gauge tube (Hastings DV-6R), and a vaporizer (3,500 scfh min).
• Valves and Piping: Requires cryogenic-compatible valves and piping, including a vacuum line shut-off valve and isolation valves for gauges.
• Connections: Specifies a 1-1/2" cryogenic nitrogen connection (NI-150 CGA fitting) for fill lines and a ½” FNPT for gas supply.
• Construction Standards: Inner vessel to meet ASME Boiler and Pressure Vessel Code, Section VIII, Division I. Outer jacket to meet CGA-341 for insulated cargo tanks. Piping to meet ANSI B31.3.
• Technical Manuals: Requires three sets (plus digital copy) of technical manuals including operating instructions, maintenance/repair instructions, parts lists, piping schematics, drawings, and other relevant data, all bound in oil/moisture-resistant binders.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Microbulk Tanks. The government is seeking to acquire 1750-gallon minimum, horizontal and mobile (pallet mounted and forklift transportable) microbulk tanks. The solicitation specifies that the tanks must be mercury-free and require a certificate of compliance.

• Microbulk Tanks: 1750 gallons minimum, horizontal and mobile (pallet mounted and forklift transportable).

• Specifications: Must comply with Attachment (A) Specifications.

• Mercury-Free: Clause invoked, requiring the tanks to be mercury-free.

• Certificate of Compliance: Required.

• Item Identification: Requirements in DFARS 252.211-7003, Item Identification and Valuation, are applicable. Contractors must provide DoD unique identification or a DoD recognized unique identification equivalent.

• Data Requirements: CLIN 0001 data requirements are in accordance with Exhibit A, Attachment 2 to Exhibit A, and Attachment 1. This CLIN is not separately priced.

• Pricing Arrangement: Firm Fixed Price for both CLIN 0001 and CLIN 0002.

• Period of Performance: Delivery is on or before September 30, 2026.

• Offer Due Date: May 27, 2026, at 10:00 AM.

• Evaluation Criteria: Offers will be evaluated based on Technical Capability, Price, and Delivery Lead Time, in descending order of importance. Award will be made to the technically acceptable offer with the lowest aggregate price.

  • Technical Acceptability: Determined by reviewing the technical capability certification statement (Attachment A) and supportive descriptive literature to ensure all technical requirements are met.
  • Price: Evaluated based on total estimated price.
  • Delivery: Evaluated based on the most advantageous delivery time.

• F.O.B. Basis: Offers submitted on an F.O.B. basis other than specified in Section F will be rejected as unacceptable.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR 52.212-1, 52.212-4, and 52.212-5 by reference, with addenda attached.

• Packaging shall be in accordance with ASTM-D-3951-18, Standard Practice for Commercial Packing.

• Inspection and Acceptance Location: Both Destination, Norfolk Naval Shipyard GF.

• Payment instructions are via Wide Area WorkFlow (WAWF).

• Cybersecurity Maturity Model Certification (CMMC) Level Requirements are applicable.

• Offerors must complete representations and certifications electronically in SAM.

Amendment / Modification

This document provides additional instructions and clarifications related to FAR 52.212-1, "Instructions to Offerors – Commercial Items." It specifies that information must be received by NAVSEA Service Contracts Division, Norfolk Naval Shipyard, no later than the solicitation's closing date.

• Award Procedures: The requirement will be awarded using Federal Acquisition Regulations FAR Part 12 – Acquisition of Commercial Items and FAR Subpart 13, Simplified Acquisition Procedures.

  • Proposal content must include:
    • Technical Capability (with descriptive literature)
    • Price Submission
    • Delivery Lead Time
    • Acknowledgement of solicitation amendments
  • Technical Capability proof/certification should demonstrate compliance with solicitation requirements.
  • Price Submission requires one original signed copy of Standard Form (SF) 1449, executed Amendments, and Representations and Certifications. Signed copies can be submitted electronically to the same email address.
  • Quotes must be held firm for sixty (60) days.
• Questions: Offerors may submit questions for clarification to Michelle Augustus via email at michelle.r.augustus.civ@us.navy.mil, two (2) days prior to the closing date/time. Questions received after this date may not be answered.

This addendum clarifies submission requirements, content, and the process for asking questions, directly impacting how vendors prepare and submit their quotes and inquiries.

This document serves as Attachment (A) to the solicitation and requires vendors to certify that the equipment they are quoting meets the specified capabilities and that they can assume all stated contractor responsibilities. It must be completed and submitted with the vendor quote to be considered for award.

• Technical Capabilities Statement: Confirms that the vendor's service meets or exceeds all specifications for Microbulk Tanks listed under CLIN 0001.
• Technical Capability/Contractor Responsibility Certification: A section for the vendor to certify their compliance and provide initials, signature, printed name, title, and date.

Bidders must complete and submit this form with their quote to demonstrate their capability to meet the solicitation's requirements for Microbulk Tanks and to certify their understanding and acceptance of contractor responsibilities. Failure to submit this completed form may result in the quote not being considered for award.
