• Pre-Award Survey: A pre-award survey (including ammunition and explosives safety) will be conducted by DCMA via the Pre-Award Survey System (PASS) to assess capability. This is a condition of award.

• The government reserves the right to conduct discussions if deemed necessary, but may award without discussions. Initial offers should contain the best price.

• The opportunity is for "all qualified" offerors.
