Scope of Work

This solicitation requires the design, fabrication, and delivery of a cold-formed steel pre-engineered metal building kit. The scope includes:

• Comprehensive assembly instructions, stamped engineering drawings, and structural calculations (including foundation reactions and anchor bolt layouts).
• A 50 ft x 50 ft base building with an eave height between 22-26 ft and a gabled roof (peak not exceeding 34.5 ft).
• Specific architectural features: standing seam roof, exterior walls (minimum 24-gauge Aluminum-Zinc Alloy-coated Steel Sheet), one 20 ft x 20 ft exterior roll-up door, four 36" x 84" exterior pedestrian doors, and at least six exterior windows.
• A mezzanine with a minimum 125 psf live load capacity, extending 16 ft from the west wall, including a steel staircase.
• Minimum R-38 roof insulation and R-21 wall insulation.
• Coatings and finishes must meet AAMA 621 and AAMA 2605 standards with a 20-year warranty. All fasteners must be corrosion resistant.
• Structural members must be cold-formed steel; welding, brazing, or hot work are not permitted for assembly.
• All deliverables must comply with the Purchase Description, applicable industry standards, and federal, state, and local codes, including UFC 3-301-01, IBC 2024, ASCE 7-22, USACE EM 385-1-1, and NFPA 101.

Contract & Timeline

• Type: Combined Synopsis/Solicitation (implies Firm Fixed Price).
• Set-Aside: Total Small Business (NAICS 332311, Size Standard: 750 employees).
• Delivery: FOB Destination, to be completed within 4 calendar months after contract award.
• Warranty: Minimum one-year on building materials against manufacturing defects.
• Response Due: June 18, 2026, by 7:00 PM ET.
• Published: June 4, 2026.

Submission & Evaluation

• Quotes must be submitted via email to whitny.hart@usace.army.mil. Faxed quotations will not be accepted.
• Offerors must include a statement of agreement with all terms and conditions.
• Award will be made to the lowest priced responsible quoter whose quote conforms to the requirements. Evaluation factors are per FAR 52.212-2 or as described in the solicitation.
• Offerors must hold prices for 60 calendar days from receipt of offers.
• Post-award, approved submittals (stamped engineering drawings, concrete reactions, anchor bolt layout with calculations) are required within 60 calendar days. A list of components, product data, manufacturer specifications, and shop drawings must also be submitted for government approval prior to manufacturing or procurement.
