Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for furnishing and delivering materials for the construction of an overlook at the Rice Lake National Wildlife Refuge (NWR) near McGregor, Minnesota.

• The U.S. Fish & Wildlife Service (FWS) requires the contractor to supply and deliver specific materials for the overlook project.

• Materials to be supplied include:

  • Type 5 Base Aggregate (70 TONS)
  • General Fill Material (700 CUBIC YARDS)
  • Rock Boulders (30 EACH)
  • Top Soil (90 CUBIC YARDS)

• All materials are to be delivered to the project location at the Rice Lake NWR overlook.

• Materials must meet the specifications outlined in the document and referenced MNDOT SS.

• Surfacing Aggregate: Must meet MNDOT SS, Class 1, with specific clay and plasticity index requirements.

• Rock Boulders: Locally available, hard rock (sandstone, limestone, granite), sized for seating/climbing (20-36" high, 24-36" deep, 36-60" long), stable, and from a single source.

• General Fill Material: Natural material, stable, suitable for compaction, sand limited to 50%.

• Top Soil: Locally available, weed-free, suitable for re-vegetation, meeting MNDOT SS classifications.

• Aggregate must be delivered with a moisture content within ±4% of optimum for compaction.

• Delivery period: Primarily within a two-week period between June 2026 and August 2026, as requested by Refuge Staff.

• Place of Performance: Rice Lake NWR overlook, near McGregor, Minnesota.

• Delivery amounts per day will be requested by Refuge Staff.

• Materials may need to be dumped in off-road construction areas.

• Contractor must adhere to State and Local traffic laws during deliveries.

• Contractor must provide Material Safety Data Sheets (MSDS) for hazardous materials.

• All equipment and activities must comply with OSHA Regulations.

• Contractor must provide necessary Personnel Protective Equipment (PPE) and documentation of training.

• Submittals required prior to work initiation include proposed material sources, laboratory testing data, Class 1 Aggregate Gradation reports, General Fill material classification, Topsoil source/classification, and pictures/sizes of rock boulders.

• Government may perform testing of materials at its expense.

• If additional materials are needed, costs will be negotiated. If less material is delivered than estimated, a credit will be given to the government.
