The repairs are to be completed on-site at USCG Air Station Clearwater, and the proposal must be a firm-fixed-price inclusive of travel, labor, and materials.

Statement of Work (SOW)

To supplement the U.S. Coast Guard's (USCG) organic maintenance capabilities by providing Original Equipment Manufacturer (OEM) support to troubleshoot, evaluate, and repair four Mobile Dehumidification Units (MDU-300) to ensure they are fully operational and serviceable, thereby extending their life expectancy.

• Evaluate and troubleshoot four MDU-300 carts (SN: MDU0134, MDU0144, MDU0149, MDU0150).

• Propose repair actions to return the MDU carts to fully operational status, adhering to OEM specifications and using OEM or equivalent parts.

• Repairs are to be completed at Air Station Clearwater facility, or an approved OEM repair facility if necessary.

• The scope includes troubleshooting, evaluation, proposed repair actions, approved repair actions, operational and functional testing, and reporting.

• Repairs must be completed to OEM specifications.

• MDU carts must be returned to a fully operational and serviceable condition.

• Quality Assurance (QA) will perform an acceptance inspection.

• Repairs are desired to be performed at Air Station Clearwater facility.

• The OEM must furnish all inspection materials, facilities, parts, equipment, tools, and services.

• All repairs must be approved by the Contracting Officer (KO) via a funded written modification before commencement.

• Work performed without a signed modification will not be reimbursed.

• Compliance with all federal, state, and local laws applicable to repairs.

• Formal documentation of inspections, testing procedures, and repair actions is required.

• No "Above and Beyond" discrepancies outside the scope of this SOW are expected.

Justification for Other Than Full and Open Competition

This document justifies awarding a purchase order on a sole source basis to Logis-Tech, Inc. for the evaluation and possible repair of four (4) Mobile Aircraft Dehumidification Carts. These carts are used to maintain stable relative humidity around critical aircraft systems to mitigate moisture-induced corrosion.

• Evaluation and possible repair services for these carts.

• CLIN 1-4: DEHUMID CART, Part Number: MDU300/MDU0134 through MDU300/MDU0150, Quantity: 1 EACH per CLIN.

• The items are highly specialized and manufactured by Logis-Tech, Inc., the Original Equipment Manufacturer (OEM).

• Logis-Tech owns all rights to the technical data, specifications, and drawings required for manufacture.

• The Government does not own these rights and it is uneconomical to purchase them.

• The items require extensive testing to meet critical safety, durability, and reliability requirements.

• The Government has not developed and does not plan to develop the technical data for an adequate purchase description.
