Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for laboratory casework for the renovation of the Pathology and Laboratory at the VA Medical Center Togus campus in Augusta, Maine. The goal is to provide laboratory mobile casework and professional installation that meets or exceeds VHA specifications for lab safety, promotes environmental stewardship, and integrates with the laboratory design.

• Provide all labor, materials, product, equipment, transportation, and supervision for laboratory casework and installation.

• Deliver and install casework, including unboxing and removal of all packaging materials from the site.

• Coordinate and manage project, including design verification, ordering, shipping, delivery, and installation.

• Provide on-site staff supervisor with OSHA 10 certification.

• Install all casework and associated components and accessories.

• Provide maintenance manuals and warranty information.

• Casework must meet or exceed VHA specifications for Lab Safety.

• Products must meet salient physical, functional, or performance characteristics specified.

• Contractor must track manufacturing schedule and notify VA POC of estimated completion dates.

• Post-installation meeting to address punch-list items and submit a remediation plan within 5 business days.

• Delivery and installation are requested ASAP.

• No on-site storage will be provided.

• Duty hours are 7 AM - 3:30 PM, Monday-Friday, excluding US holidays.

• Contractor shall provide 30 days free storage.

• Basis of Design: Mott Manufacturing Optima 2100 Bench Systems (single sided bench with 2” square rear uprights and 2” square legs).

• Offerors must provide "equal" products that meet specified characteristics and clearly identify the item by brand name, make, or model number.

• Casework must have smooth finishes, free of scratches, mars, dents, or blemishes, and withstand staining, flaking, cracking, or loss of adhesion.

• Casework must have no hazardous projections or sharp corners.

• Selected finishes include Bright White for casework frame, doors, drawers, and shelving hardware; Gray for phenolic countertops; Off-White Powder Coat for racks brackets; and Gray for grommets.

• Specific required items include various lab tables (30"x48", 30"x60", 36"x48", 36"x60", 36"x72") with different configurations (work surface, shelving, HYD, undershelf lighting) and suspended cabinets (full door, 4 drawer, door/drawer, open cabinet).

• Contractor must attend a minimum of three meetings to review final award.

• Contractor is responsible for field measurements and liable for any incorrect measurements.

• Product must not be placed into production without VA POC clearance.

• Kickoff meeting within ten (10) days of task order issuance.

• Questions must be submitted electronically to the Contracting Officer.

• Quotations must be submitted in PDF or Microsoft Excel format, including technical and pricing volumes.

• Evaluation criteria include Bill of Materials, Cut Sheets, Labor/Services, Project Staffing Plan, Project Management Plan, and Sustainability Certification.

Amendment / Modification

This document is an addendum to FAR 52.212-1, "Instructions to Offerors—Commercial Products and Commercial Services," specifically a deviation effective August 2025. It tailors the provision for Simplified Acquisition Procedures and supersedes the current FAR 52.212-1.

Responses to questions regarding adherence to procedures will be provided.

This addendum modifies and supersedes the standard FAR 52.212-1 provision for this solicitation.
