Scope of Work
The selected contractor will provide mobile voice, SMS, and data services, including international roaming, for 150-185 Embassy-issued lines. Services must support both physical SIM and eSIM technologies and be available for use in Latvia, the United States, the European Economic Area (EEA), and globally. Key requirements include a minimum monthly data allowance of 10 GB per line before throttling, unlimited calls and texts within Latvia and the EEA, and a dedicated account manager fluent in Latvian and English. The services must be compatible with standard unlocked GSM/LTE/5G mobile devices and support number portability. Compliance with NDAA Section 889 is mandatory.

Submission & Evaluation
Offerors must submit a completed SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), a Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire, proof of SAM registration, and documentation demonstrating technical capability, past performance, and an emergency/disaster recovery plan. Proposals must be in English and submitted electronically to Riga-ProcurementSection@state.gov. Award will be based on a comparative evaluation of initial quotations, considering technical capability, past performance, and price.
Eligibility
Offerors must have an established business in Latvia or plan to establish one within 30 days of award. Compliance with all applicable Latvian laws and regulations is required.
