Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically a Request for Quotation (RFQ) for the purchase of Grass Hay and Alfalfa Hay. The acquisition is a Total Small Business Set-Aside.

• Grass Hay: 100 tons of 6 string rectangle bales. Specifications include high-quality grass hay (10-16% crude protein), 2025/2026 crops, domestically grown, sun-cured, free of mold, dust, specific weeds, animal contamination, and blister beetles. Bales must be uniform length and not have loose twine or broken pieces. Triticale or wheat hay is not acceptable.

• Alfalfa Hay: 2100 tons of 6 string rectangle bales. Specifications include horse-quality alfalfa hay (15-22% crude protein), 2025/2026 crops, domestically grown, sun-cured, free of mold, dust, specific weeds, animal contamination, and blister beetles. Bales must be uniform length and not have loose twine or broken pieces.

• Award Type: Firm fixed price contract.

• Offer Due Date: April 7, 2026, 12:00 PM Eastern Standard Time.

• Offer Submission: Quotations must include pricing for all items. Failure to do so may result in exclusion.

• Evaluation: Quotes will be evaluated based on price, and award will be made to the offeror representing the best value to the Government. The offeror's quotation will be evaluated for fairness and reasonableness.

• Period of Acceptance: Offers must be held firm for 90 calendar days from the offer due date.

• Questions: Due no later than April 2, 2026, 12:00 PM Pacific Time, submitted via email to jasmine.williams@usda.gov.

• This acquisition is set-aside for small business concerns. NAICS Code: 111940 (Hay Farming). Small business size standard: $2.5M.

• Delivery Location: Double Devil Wild Horse Corrals, 1430 County Road 74, Alturas, CA 96101.

• Delivery Schedule: Deliveries begin April 13th, 2026, and continue at least monthly until the total tonnage is delivered. Early deliveries are accepted. Deliveries are Monday-Friday, 8:00 a.m. to 4:30 p.m. The COR will coordinate monthly delivery needs. The government reserves the right to change the delivery schedule.

• Vendor Responsibilities: Vendor is responsible for delivering, unloading, and stacking the hay. USFS will not provide equipment or labor for unloading/stacking. Stacks must not exceed 6 tiers high. Certified weight tickets are required.

• Clauses: Numerous FAR clauses are incorporated by reference, including those related to commercial products, small business, labor standards, and certifications.

• Award Type: Firm fixed price contract anticipated.
