Purpose

Scope of Work
The project involves comprehensive road repair and resurfacing of FR 86, which has sustained damage from floods and heavy equipment. Key activities include:
- Repairing base and pavement failures.
- Milling or sawing pavement and excavating unsuitable material.
- Creating French drains using rock and separation fabric.
- Placing and compacting aggregate base stone and Hot Mix Asphalt (HMA) base material.
- Applying HMA patch, leveling, and wearing courses across the project area.
- Scarifying shoulders, removing vegetation, and placing aggregate to create 1-foot shoulders.
- Hauling milled HMA material to FR 101 for placement in compacted lifts.
Contractors will be responsible for all supervision, labor, equipment, materials, and quality control, ensuring compliance with contract drawings, the detailed Statement of Work (SOW), industry standards, and the WVDOH 2023 Standard Specifications.
Key Requirements & Considerations
- HMA Production: HMA must be produced at a WVDOH Certified Asphalt Plant. Haul times are critical, with ideal times around two hours and a maximum of approximately three hours to prevent mix cooling.
- Personnel: Contractor personnel must possess the necessary expertise, qualifications, and experience.
- Submittals: Required submittals include an approved WVDOH Job Mix Formula for HMA, traffic control plan, spill prevention plan, erosion and sediment control plan, and a quality control plan (including HMA and stone testing data). These must be submitted to the COR at least seven days prior to starting work, with weekly QC testing results required.
- Technical Specifications: Detailed specifications are provided for base failure repair (SPS-301) and asphalt courses (SPS-401), covering materials (e.g., no Recycled Asphalt Pavement or Warm Mix Asphalt), Job Mix Formula (JMF) requirements, aggregate gradation, testing, compaction standards (minimum 92% Gmm), surface tolerance, and weather restrictions. WVDOH Materials Procedures (MP 401.02.22 and MP 401.02.27) guide HMA design and contractor quality control.
