This solicitation is for the procurement of a 1/2 Ton Zephyr Plain Army Type Chain Hoist for the MOGAS system. The hoist must have a relabeled capacity of 1,000 lbs and be constructed for spark resistance.

• Spark resistant construction.

• Stainless steel load and hand chain.

• Bronze hook with stainless steel hook latch.

• Bronze bottom block.

• Bronze trolley wheels.

• Bronze brake ratchet.

• Aluminum hand chain guard.

• Stainless steel jaws.

• Lift capacity: 1,000 lbs.

• Lift in feet: 20 ft.

• Hand chain drop in feet: 10 ft.

• Flange width: 3" to 4 5/8".

• Pricing Arrangement: Firm Fixed Price.

• Delivery Date: 245 days after contract award.

• Offer Due Date: 07 April 2026, 09:00 AM Central European Time.

• Quotes must be received electronically via email.

• Award will be made to the Lowest Price Technically Acceptable (LPTA) Offeror.

• Evaluation factors: Technical Capability and Price.

• Technical Capability will be rated as "acceptable" or "unacceptable". Only acceptable technical quotes will be evaluated for price.

• Offerors must submit a signed SF-1449 with CLINs pricing.

• Prices must be held firm for 90 calendar days from the quote receipt date.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-4, and 52.212-2 by reference.

• Invoices must be submitted electronically through Wide Area Work Flow (WAWF).

• Tax exemptions for Italy apply. The contractor must include specific information on invoices and retain a certified copy for non-payment of IVA tax.

Sources Sought / Market Research

This document is a Sources Sought notice issued by the NAVSUP Fleet Logistics Center Sigonella (FLCSI) Naples Detachment to conduct market research for the product: CM-C1311-0100SR ½ TON ZEPHYR PLAIN ARMY TYPE RELABEL TO 1,000 LB CAPACITY. The purpose is to determine the availability and technical capability of contractors to provide this product.

A draft Statement of Work (SOW) is attached for reference. This SOW is a draft and not considered a final document.
