Sources Sought Notice

This notice is for market research to identify qualified and interested vendors capable of providing a MOLE Borescope/Fiberscope Remote Visual Inspection (RVI) and Borescope Kit. The Department of Veterans Affairs (VA), Boston VAMC, intends to procure these items.

• Kit includes: MOLE IPV Control, MOLE RM Camera, MOLE USB A-C cable interface, MOLE AI Software, and MOLE video monitor.

• Quantity: 6 Each.

• This is NOT a Request for Proposal. Do not submit pricing information.

• Interested parties should submit a written Capability Statement (no pricing).

• Capability Statements should demonstrate the ability to provide the described products and meet all requirements.

• Include:

  • Brief statement of capability.
  • OEM authorization letter (if applicable).
  • Country of Origin.
  • Warranty information.
  • Delivery date lead time.
  • Company's full Legal Name, Address, primary Point of Contact email, Business type/size, and SAM.gov UEI number.

• Interested parties must be registered in the System for Award Management (SAM) at the time of award.

• SDVOSB and VOSB firms must be certified by the Center for Veteran Enterprise (CVE).

Statement of Work (SOW)

To provide MOLE Borescope/Fiberscope Remote Visual Inspection (RVI) and Borescope Kits for the inspection of medical scopes, flexible, rigid working channels, and lumens to detect structural damage, foreign material, moisture, or organic soil.

• Provide and install specified MOLE Borescope/Fiberscope RVI and Borescope Kit equipment, including MOLE IPV Control, MOLE RM Camera, MOLE USB A-C cable interface, MOLE AI Software, and MOLE video monitor.

• Supply all necessary tools, equipment, and Personal Protective Equipment (PPE) for safe service performance and infection control.

• The equipment must be FDA approved, new, and fully operational, with at least two copies of operational and service manuals.

• The SOW does not specify a period of performance.

• Services are to be performed at three VA campuses:

  • VAMC Brockton, MA
  • VAMC Jamaica Plain, MA
  • VAMC West Roxbury, MA

• Warranty: Contractor must provide a manufacturer's warranty on parts and labor, including travel and shipping for repairs.

• Property Damage: Contractor is responsible for preventing and reporting any damage to government property, with replacement or correction at no cost to the government.

• Identification & Regulations: Employees must wear visible identification, park in designated areas, and adhere to VA regulations regarding smoking, cellular phone use, weapons, and enclosed containers.

• OSHA Compliance: Contractor must comply with the Federal OSHA Bloodborne Pathogens Standard, including employee education, risk reduction policies, counseling, and provision of appropriate PPE.

• Records Management: Contractor must comply with federal laws and agency policies regarding records management, data ownership, and safeguarding of sensitive information. No disposition of documents is allowed without prior written consent from the Contracting Officer.
