Solicitation / RFP / RFQ

• The contract will be a firm-fixed-price (FFP) purchase order.

• The award will be for a base period of one (1) year plus four (4) one-year option years.

• Quotes are due no later than Wednesday, June 10th, 2026, at 11:00 PM Eastern Time.

• Quotes must be submitted electronically to Jennifer.Sellers@fhfa.gov.

• The submission is divided into two volumes: Volume I (Technical Quotation) and Volume II (Price Quotation).

• Quoters must be registered in the System for Award Management (SAM) at the time of quote submission to be eligible for award.

• Questions must be submitted via email by Wednesday, May 27, 2026, 4:00 PM Eastern Time.

• Any FAR clauses or provisions referenced can be obtained at www.acquisition.gov/far.

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular (FAC) 2026-01, March 13, 2026.

• The quotation must remain valid for a minimum of 90 calendar days.

• The scope may be bilaterally negotiated to include other reports on a firm-fixed-price (FFP) basis.

• FFP Quarterly Reports: Provide reports showing actual, historical loan origination and prepayment data for mortgages guaranteed by each Enterprise. Categories include, but are not limited to, deciles, cohorts, coupons, servicers, loan-to-value ratio, and other relevant groupings.

• Reports and supporting data tables/charts (machine-readable format) must be updated quarterly and provided electronically.

• Specific report requirements are detailed in Attachment D.

• Minor report criteria changes (e.g., font, format) are to be made without additional charge.

• Additional Services: Include subject matter expert/technical support via email and/or telephone at no extra cost.

• Data precision in delivered reports must match examples provided in Attachment D.

• Section 508 of the Rehabilitation Act requirements for Information Technology Accessibility (ICT) must be met for all deliverables, including web products and electronic documents.

• Period of Performance: One (1) year base period and four (4) one-year option periods.

• Place of Performance: Contractor will perform work at its own facilities. No security access to FHFA facilities is required.

• License Agreement: Must conform to specific requirements, including FHFA's right to use reports indefinitely, authorized end-user access, no indemnification by FHFA, and governing law being federal US law. The purchase order governs in case of conflict with the license agreement.

• Government-Furnished Property: None will be provided.
