Wage Determination

• Holidays: A minimum of eleven paid holidays per year are provided.

• Special Provisions:

  • Computer Employees: The determination may not apply to exempt computer professionals as defined by the Fair Labor Standards Act.
  • Night/Sunday Pay: Differential pay applies for night and Sunday work for Air Traffic Controllers and Weather Observers.
  • Hazardous Pay: An 8% differential applies for high-hazard work (ordnance, explosives), and a 4% differential for low-hazard work with potential for injury.
  • Uniform Allowance: Contractors must furnish or reimburse employees for uniform costs and maintenance ($3.35 per week or $.67 per day for cleaning/maintenance, unless uniforms are "wash and wear").

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide grounds maintenance services for three Papillion Creek project sites, ensuring safe, careful, and efficient operations and protection of Government property.

• Mowing and trimming of designated areas at Papillion Creek Site 20 (Wehrspann Lake), William Brothers Levee, and Flower Hill Levee.

• Vegetation control within designated areas at Papillion Creek Site 20, William Brothers Levee, and Flower Hill Levee.

• Tree removal within designated areas at Flower Hill Levee.

• Total area covered is approximately 40.0 acres.

• Mowing and trimming to a height of 4-8 inches.

• Vegetation control to eliminate all vegetation in designated areas.

• Trees and woody vegetation cut flush and treated with herbicide.

• Zero deviation from standard for damage to vegetation and property.

• Multiple deficiencies cumulatively totaling 50 ft² within any 500 ft² area for mowing/trimming and vegetation control, or one deficiency greater than 5 ft².

• Zero deviation for tree removal and fence line clearing.

• Base Year: Date of Award through March 31, 2027 (Active period: Award to October 31, 2026).

• Four (4) 12-month option years extending through March 31, 2031.

• Contractor must develop and maintain an effective quality control program.

• Contractor must submit a Quality Control Plan 14 business days before work begins.

• All personnel must be at least 16 years old and possess valid driver's licenses.

• Contractor personnel must comply with all security requirements, including E-Verify and suspicious activity reporting training.

• No weapons or alcohol permitted on contract sites.

• Contractor must provide and maintain first-aid kits and fire extinguishers.

• Contractor must comply with EM 385-1-1 Safety and Health Requirements Manual.

• Pesticide applications must comply with EPA-approved products, labeling, and all applicable regulations.
