- Furnishing the Base Communications section with the channel lineup, with all substitutions requiring prior written authorization from the MS CRTC Communications Office.
- Guaranteeing 24/7 service availability for signal delivery to the MS CRTC Base Communications section television demarcation point. The government will maintain the signal beyond this point.
- Integrating local over-the-air (OTA) channels into the base distribution platform to serve as a failover mechanism during primary service provider outages.
