Quick Summary

The Commander, Military Sealift Command (COMSC) is conducting market research for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for comprehensive vessel Operations and Maintenance (O&M) for its Government-Owned, Contractor-Operated (GOCO) fleet. This IDIQ is envisioned to have a 10-year ordering period and will consolidate approximately 13 existing O&M contracts. Responses are due May 28, 2026.

Scope of Work

The contractor(s) will provide all personnel, management, operational and technical support (ashore and afloat), equipment, tools, and supplies necessary to operate and maintain assigned vessels to MSC standards. This includes manning vessels with qualified U.S. Contract Mariners (CONMARs), ensuring compliance with U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS) rules, and managing all planned and unplanned maintenance, including dry-docking availabilities. The location of performance is worldwide.

Proposed Contract Structure

The government is considering a multi-pool IDIQ structure to maximize competition:

  • Pool 1: Small Business Set-Aside: For vessel platforms operated by small businesses.
  • Pool 2: Full and Open Competition: For O&M of large, unique, and/or highly complex mission platforms.
  • Pool 3: DP2 Certification Required (Full and Open Competition): For O&M of vessels requiring Dynamic Positioning 2 (DP2) certification.
  • Pool 4: Force Generation & Surge Support: For short-notice surge requirements, open to contractors awarded under Pools 1, 2, or 3.

Contract Details

  • Contract Style: Multiple Award IDIQ, primarily Firm-Fixed Price (FFP) Task Orders, potentially with award fee provisions and pass-through elements.
  • Period of Performance: One 12-month base period and nine 12-month option periods (estimated September 10, 2028 - September 09, 2038).

Information Requested from Industry

Interested parties must provide:

  • Corporate Information: Company details, contact, CAGE code, and business size status.
  • Corporate Experience & Capability: Interest in specific pools, narrative on experience with similar vessels, ship management, and repair availability management.
  • Acquisition Strategy Feedback: Input on the proposed multi-pool structure, treatment of expenses, and whether services meet the definition of "commercial service."
  • Small Business Participation: Feedback on opportunities for small businesses and how FAR clause 52.219-14 would be met for small business set-asides.
  • Security & Financial Capability: Current Facility Clearance Level (minimum SECRET) and evidence of financial viability.

Submission Deadline

Responses are due no later than 2:00 PM (Norfolk, VA time) on May 28, 2026. Contact points are LCDR Tucker Livingston (tucker.m.livingston.mil@us.navy.mil) and Ms. Vanessa Schwaner (vanessa.w.schwaner.civ@us.navy.mil).
