Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Medical Technology Enterprise Consortium (MTEC) has issued a pre-announcement for a Request for Project Proposals (RPP) in support of the Department of the Air Force. This effort seeks to develop an Autonomous Closed Loop Control Mechanical Ventilator (ACLCMV) designed for austere, resource-limited, and prolonged-care environments. The goal is to create a lightweight, durable, and power-efficient ventilator that minimizes manual intervention and enhances patient safety. This 12-month project aims to reduce technical risk and mature the system design.
Purpose & Scope
The Department of the Air Force requires a next-generation mechanical ventilator to support casualties where highly trained medical personnel are scarce. This RPP focuses on the research, design, development, and testing of an ACLC/MV over a 12-month period. Key objectives include:
- PCLC Algorithm Development: Design and demonstrate a Physiological Closed-Loop Control (PCLC) software algorithm capable of receiving physiological inputs and autonomously adjusting ventilator settings.
- System Architecture and Hardware Definition: Define the hardware architecture, assessing candidate components and interfaces to meet military operational requirements.
The project will culminate in system demonstrations and reviews, providing technical data for a Go/No-Go decision regarding follow-on funding.
Contract & Timeline
- Type: Presolicitation for an RPP (expected to be an Other Transaction Agreement (OTA) project through MTEC).
- Award: One award is expected.
- Period of Performance: Not to exceed 12 months.
- Acquisition Approach: Enhanced White Paper process.
- Stage 1: MTEC members submit Enhanced White Papers using the mandatory format from the upcoming RPP.
- Stage 2: Selected Offerors will be invited to submit a full cost proposal.
- RPP Release: Expected soon, with an approximate 30-day proposal preparation period.
- Published Date: June 4, 2026.
Eligibility & Submission
- MTEC membership is required for proposal submission. Interested parties can join at mtec-sc.org/how-to-join/.
- The full RPP will be posted on the MTEC website (mtec-sc.org), with a summary on SAM.gov.
