Evaluation & Submission
Award will be based on a Lowest Price Technically Acceptable (LPTA) source selection process. Proposals will be evaluated starting with the lowest price until a responsive and responsible offeror with Acceptable ratings in all evaluation factors is identified. Offerors must submit proposals in three volumes: Technical & Management, Past Performance, and Price.
