Scope of Work
Research is sought in five primary areas, aligned with Air Force S&T 2030:
- RYMF – Multiband Multifunction Radio Frequency Sensing: Advancing antenna technology, adaptive radar, and digital multifunction arrays for ISR, radar, electronic warfare, and communications.
- RYMM – Laser Radar Technology: Developing innovative laser radar approaches for ISR and precision attack, including low Size, Weight, and Power (SWaP) systems, agile sources, and advanced algorithms.
- RYMP – Passive Radio Frequency Sensing: Improving passive RF sensing systems for situational awareness, tracking, and targeting in challenging electromagnetic environments.
- RYMS – Distributed Radio Frequency Sensing: Developing techniques for waveform design, signal phenomenology, and distributed processing for target detection and tracking.
- RYMT – EO Target Detection & Surveillance: Promoting novel passive EO/IR sensors, hardware, and algorithms for target sensing, detection, recognition, and tracking, including hyperspectral imaging, standoff high-resolution imaging, and space-based sensing.
Contract Details
This is a Cost Plus Fixed Fee (CPFF) contract covering Research and Development, Software, Hardware, Operations and Maintenance, and Procurement. The work requires a SECRET facility clearance and safeguarding, with access to Sensitive Compartmented Information (SCI) and Non-SCI intelligence information. Performance will occur at Wright-Patterson AFB, OH, with AFRL/RYSI maintaining security oversight. The National Industrial Security Program Operating Manual (NISPOM) applies, and IT Level II duties require a National Agency Check Local Agency Check (NACLC). Contractor employees requiring access to USAF bases, AFRL facilities, or U.S. Government IT networks must be U.S. citizens.
Submission & Evaluation
This is a two-step solicitation process. The first step requires White Papers, which are accepted through January 20, 2027, by 1700 local time at Wright-Patterson AFB, OH. Second-step proposals will be requested from offerors whose White Papers are considered. All applicants must be registered in the System for Award Management (SAM) and utilize SF 424 (R&R) forms, including the Senior/Key Person Profile and Personal Data forms. A "Research and Related Senior and Key Person Profile Worksheet" and a "Security Program Questionnaire" are also required. Electronic submission via Grants.gov is an option.
Key Deliverables & Requirements
Contract Data Requirements List (CDRLs) include Scientific and Technical Reports, various financial and man-hour expenditure reports, status reports, computer software products and user manuals, presentation materials, and a Data Accession List. Contractors must also submit a Security Plan and a Science and Technology Protection Implementation Plan. Adherence to AFRL's technical report formatting guide and compliance with updated FAR/DFARS clauses are mandatory.
