Scope of Work

Key requirements include furnishing and maintaining contractor-owned 30-yard roll-off containers, scheduled collections (solid waste three times weekly, cardboard twice weekly, metals every other week, pallets/plastics/aluminum monthly), monthly tonnage reporting with weight tickets, and 24/7 emergency response capability with on-site arrival within two hours. Contract Details
This is a Firm-Fixed-Price contract with a base period (October 1, 2026 - September 30, 2027) plus four (4) option years. The NAICS Code is 562219 (Other Nonhazardous Waste Treatment and Disposal) and the PSC Code is S205 (Trash/Garbage Collection Services). This acquisition is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.
Site Visit
A highly encouraged site visit was held on Monday, March 9, 2026, from 10:00 AM to 2:30 PM CST at the Fayetteville VAMC, 1100 North College Avenue, Fayetteville, AR. Attendees were instructed to park in the designated gravel lot and arrive by 9:45 AM CST. Late arrivals were not accommodated, and no secondary visits will be conducted.
Submission & Evaluation
Proposals are due Wednesday, March 23, 2026, at 2:00 PM Central Standard Time (CST) and must be submitted electronically to Caleb Parker at caleb.parker@va.gov. Technical questions were due by March 10, 2026. Evaluation will be a comparative assessment based on Technical Capability, Past Performance, and Price. Offerors must be registered in the System for Award Management (SAM) and acknowledge Amendment 0001 by signing box 15b. Required submissions include a Service Delivery Plan, Emergency Response Plan, Contingency Plan, Sustainability Plan, and QC/Safety Plan, along with specific certifications (OSHA 10/30, TB tests).
