Quick Summary

The Defense Advanced Research Projects Agency (DARPA), specifically its Multi X Office (MXO), has issued an Office-wide Innovative Solutions Opening (ISO) (Solicitation Number: 0b19250e15434deab4eeaa826a166613). This is a long-term, open call for revolutionary research ideas that enable significant advances in science, devices, or systems, rather than incremental improvements. DARPA anticipates funding multiple proposals on a rolling basis through Other Transaction Agreements (OTAs) and Experimental Transaction Agreements (ETAs).

Scope of Work

DARPA MXO seeks innovative approaches across three primary technical thrust areas:

  • Thrust 1: Materials and components to expand the foundation: Developing new materials and component technologies beyond current CMOS to create resilient, secure, and scalable hardware for military and economic advantage.
  • Thrust 2: Tools and processes for indigenous development: Strengthening industrial resilience by advancing domestic tools, processes, and supply chains to reduce reliance on vulnerable sources and affirm industrial sovereignty.
  • Thrust 3: New modalities to achieve mission effects: Expanding technological approaches for sensing, computing, and communication beyond traditional electronics, exploring hybrid or entirely new methods for resilient mission effects. Research involving human or animal subjects is specifically excluded.

Contract Details & Eligibility

  • Instrument Types: Other Transaction Agreements (OTAs) and Experimental Transaction Agreements (ETAs).
  • Anticipated Awards: Multiple awards.
  • NAICS Code: 541715 (National Defense R&D Services; Department Of Defense Military; Applied Research).
  • Set-Aside: This opportunity is not set aside; all responsible sources (U.S. and non-U.S.) are eligible. Historically Black Colleges and Universities, Small Businesses, Small Disadvantaged Businesses, and Minority Institutions are encouraged to submit.
  • Restrictions: Entities concurrently providing Systems Engineering Technical Assistance (SETA) or Advisory and Assistance Services (A&AS) to DARPA are prohibited from participating.

Submission & Evaluation

This is a two-step submission process:

  1. Abstract Submission: Mandatory first step. Abstracts must be submitted on a rolling basis via DARPA's Broad Agency Announcement Tool (BAAT) website. The final deadline for abstracts is April 23, 2027, at 4:00 p.m. ET. Abstracts must adhere to specific formatting and content requirements (max 6 pages, excluding cover sheet/ROM cost) as detailed in Attachment B. They will be evaluated on Technical Concept and Understanding, and Potential to Achieve Proposed Goals.
  2. Full Proposal Submission: Only invited proposers, following abstract review, will be permitted to submit full proposals. The invitation will specify required content, scope, and deliverables. Full proposals will be evaluated on Overall Scientific and Technical Merit, Potential Contribution and Relevance to DARPA Mission, and Budget and Price. Proposers must disclose the use of AI tools in proposal preparation. A valid CAGE code is mandatory for submission.
