Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Navy (NSWC Crane), on behalf of USSOCOM, has issued an Area of Interest (AOI), N0016426SCA004, for the Hypervelocity Improved Capability Assault Rifle (HICAR). This initiative seeks a carbine system to replace or upgrade the current URG-I, capable of firing both legacy 5.56x45mm NATO and emerging hypervelocity ammunition. The goal is to extend effective engagement range to 600 meters and beyond while maintaining portability and ergonomics. White papers are due June 08, 2026.

Scope of Work

USSOCOM requires a 5.56mm carbine system optimized for standard 5.56NATO and future hypervelocity 5.56x45mm ammunition (82kpsi+). Key technology priorities include:

  • Hypervelocity Ammunition Compatibility: Reliable cycling of both ammunition types, enabling increased effective range (600m+), improved terminal performance, and enhanced barrier penetration.
  • Longevity and Durability: Engineered to withstand increased chamber pressures and bolt thrust without compromising service life or operator safety.
  • Interoperability: Full compatibility with USSOCOM’s existing Visual Augmentation Systems and Weapon Accessories (VASWA).

Primary attributes include chambering in 5.56x45mm NATO, compatibility with M4A1 lower receivers, 11-12 inch barrel length, and employment of the HUXWRX Flow 556k L suppressor. The complete HICAR system will include the weapon, heat mitigation rail covers, buttstock, magazines, field maintenance/cleaning kits, and manuals.

Contract & Timeline

This is an Area of Interest (AOI) under the Commercial Solutions Opening (CSO) N0016425SC0001, potentially leading to a Prototype Other Transaction (OT) agreement. Successful prototypes may result in a non-competitive follow-on production contract under 10 U.S.C. 4022(f).

  • Phase I (White Papers): Due June 08, 2026, 2:00 PM EST. Must include estimated cost, timeline, risks, hypervelocity optimization, and images. A minimum Technology Readiness Level (TRL) of 6 is required.
  • Phase II (Pitch Day): Selected proposers will be notified by June 29, 2026, for a pitch day on September 15-16, 2026, at Fort Moore, GA. This includes a weapon demonstration (600 rounds of M855A1+/M855A1) and a 30-minute presentation.
  • Q&A Deadline: June 02, 2026.
  • Published Date: May 18, 2026.

Eligibility & Evaluation

Eligibility for a prototype OT agreement requires at least one nontraditional defense contractor or nonprofit research institution, or all significant participants being small businesses/nontraditional defense contractors, or at least one-third of the total cost from non-Federal Government sources. White papers will be evaluated based on Technical Merit and Relevance, focusing on meeting primary and secondary attributes.

Additional Notes

Contractors from Frontier Technology Inc. Defense and IQ SIG will advise the assessment team. All information will be treated confidentially. The government may facilitate teaming introductions.
