Scope of Work

The contractor will be responsible for the comprehensive provision of temporary steam boiler services. This includes the installation, commissioning, transportation (including oversized load permits and escorts), decommissioning, and removal of an 800 HP rental boiler. The boiler must be integrated into the existing 125 PSIG steam grid. The scope also covers providing all necessary labor, materials, rental lifts, piping, and fittings, as well as assisting with final utility connections (Steam, Feedwater, Natural Gas, #2 Oil, Blowdown, Cooling Water, Condensate Return, Water Chemistry Feed Line). Compliance with industry standards, VA standards, manufacturer specifications, applicable safety regulations (OSHA, NFPA), and VA security/badging requirements is mandatory. Site restoration after removal is also required.

Contract Details

This will be a Firm-Fixed-Price contract. The contract period includes a base year from May 1, 2026, to April 30, 2027, with two additional one-year option periods. The estimated value for the base period is $19 Million.

Submission & Evaluation

Award will be made to the responsible offeror whose proposal is determined to be the most advantageous, considering price and non-price factors such as Technical Approach, Experience, and Required Documents. Lowest Price Technically Acceptable (LPTA) procedures will not be used. Offers must be submitted via email to Felicia.Simpson@va.gov in PDF format. Required submission documents include VA Form 10091, W-9, FMS Vendor File Update Form, SAM registration verification, and a signed VAAR 852.219-75 certification. Offerors must acknowledge receipt of all amendments.

Eligibility & Set-Aside
