Purpose & Scope
The project aims to modernize the existing parking structure lighting system to improve energy efficiency, reduce maintenance costs, and enhance visibility and safety for veterans, staff, and visitors. The scope involves a complete LED Type-B lighting fixture replacement of a two-level parking structure (Parking Lot P2) and associated ramps (P1 to P2, P2 to P1). This includes the removal and proper disposal of all existing fixtures and components, and the installation of approximately 385 new ceiling-mounted LED fixtures and 56 new ramp fixtures. All work must be performed during weekend periods to minimize disruption.
Key Requirements
Contractors must provide and install new LED Type-B fixtures with integrated LED arrays, a ballast-free design (direct wire to line voltage), 5000K color temperature, minimum 3,000+ lumens output, vapor-tight/industrial-grade housing, and compliance with UL, DLC Premium, California Title 24, and FEMP standards. A 5% provision for spare fixtures is required. Offerors must possess a valid California C-10 Electrical Contractor License and provide at least three relevant references from VA medical facilities, other government agencies, or commercial customers. Offerors must be registered in SAM and comply with VAAR 852.219-75 (Limitations on Subcontracting).
