This document provides answers to questions submitted by an interested vendor regarding Solicitation 36C24226Q0439 for the Albany VAMC Combined Access Control Addition and Lenel Software Upgrade. All other terms and conditions of the original solicitation remain unchanged.

• Photos of Doors: Photos of the doors requiring lock equipment are available in the attached "PACS Doors Project" file.
• Electrified Hardware: The requirement is for electrified levers. Armored loops are suggested from the door frame to the electrified equipment. For Med gas and Bio med doors, cross-drilling from the hinge side to the lockset is needed for wiring. For exterior doors, the loop connects to the door where the electrified push bar connects.
• Door Configuration: Exterior doors are single. Bio-med doors are single. Bio-gas doors are double (one passive, one active).
• Hardware Type: Electrified locksets are required for bio-med and med-gas doors. Electrified push bars are required for exterior doors. Comparable brands are acceptable for electrified panic bars; no specific model or brand preference is stated.
• "Wave to Open" Buttons: Existing auto operators on doors need replacement. Wall space is available for mounting "wave to open" buttons on interior doors.
• "Drill-out" Definition: "Drill-out" refers to cross-drilling from the hinge side to the lockset for wiring purposes.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services, issued as a Request for Quotation (RFQ) under Streamlined Procedures for Commercial Products and Services. The Department of Veterans Affairs (VA) Albany Stratton VAMC is seeking to upgrade its Physical Access Control System (PACS) by installing PIV-enabled access control hardware on four doors and integrating these components into the existing Lenel OnGuard PACS environment. This upgrade aims to enhance controlled access, alarm monitoring, and life-safety compliance, and to address limitations with the current Lenel OnGuard ADV SUSP license which has reached its 256-reader capacity.

• Hardware Installation: Installation of PIV-enabled access control hardware on four specific doors (Medical Gas Storage, Bio-Med Room, Emergency Department Circle Entrance, VIP Ramp Entrance).

• Specific Components: Includes HID SIGNO 40K PIV Readers, door position sensors, electrified locksets/strikes, ADA wave-to-open buttons, armored door loops, wire mold raceways, door drill-outs (wood and metal), Lenel LNL-1320 Dual Reader Interface Modules, access control cabinets, power supplies, backup batteries, Altronix ACM4 Access Power Controllers, and door-open indicator lights.

• Software Upgrade: Upgrade of the existing Lenel OnGuard ADV SUSP license to a PRO license, including activation of 64 additional reader licenses to increase total system capacity to 320 readers.

• Integration: All new components must be integrated into the existing Lenel OnGuard PACS environment.

• Labor: Includes PACS installation, wiring, Lenel programming, project management, and testing.

• Period of Performance: Ninety (90) calendar days from the Notice of Award.

• Place of Performance: Albany Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208.

• Delivery: No later than 30 days after receipt of order (ARO), FOB Destination.

• Set-Aside: This solicitation is set-aside for Small, Disadvantaged, Veteran-Owned Small Business (SDVOSB) businesses.

• NAICS Code: 541519 (Other Computer Related Services) with a small business size standard of $34 Million.

• Registration: SAM.gov registration is required at the time of response submission.

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular 2026-01 (Effective 3/13/2026).

• Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website.
