Sources Sought Notice

This notice is for planning purposes to determine if there are sufficient socioeconomic small business concerns capable of performing the relocation of an existing mobile unit on skids. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking sources for this procurement at the Amarillo VA Health Care System (AVAHCS) in Amarillo, TX.

• Contractor shall furnish all labor, supervision, tools, rigging, equipment, permits, traffic control, and coordination.

• Services include inspecting, planning, and moving an existing mobile unit on skids to a new designated location within VA property.

• Detailed performance requirements are outlined in the attached Statement of Work (SOW).

Statement of Work (SOW) / Performance Work Statement (PWS)

To safely and successfully relocate an existing skid-mounted mobile unit from its current location to a new designated location within the VA property at the Thomas E. Creek VA Medical Center.

• Furnish all labor, supervision, tools, rigging, equipment, materials, permits, traffic control, and coordination.

• Inspect and plan the move.

• Temporarily disconnect/secure attachments and utilities as directed by the VA.

• Safely lift, transport, and place the skid-mounted unit at the new location.

• Re-level, re-anchor/tie-down, and verify alignment.

• Restore disturbed areas and provide closeout documentation.

• The move must be completed without damage to the unit, utilities, pavement/landscaping, or VA facilities, and with minimal disruption to patient care and traffic.

• All lifting and rigging must comply with applicable ASME B30 volumes and OSHA material handling requirements.

• The unit must be placed, leveled, plumbed, and anchored/tied-down as specified.

• Post-move inspection of structure, doors/windows, MEP stubs, and finishes.

• Restoration of disturbed areas.

• Warranty for workmanship (minimum 12 months).

• On-site move within VA property at the Thomas E. Creek VA Medical Center, Amarillo, TX.

• Base period: One (1) move event, completed within 30 calendar days of Notice to Proceed (NTP).

• Optional CLINs may be included for additional intra-site moves.

• Contractor must provide a Method Statement / Lift & Move Plan, including equipment list, rigging drawings, ground bearing/soil checks, travel path, traffic/pedestrian controls, weather thresholds, and contingency measures.

• Compliance with VA campus safety, badging, access control, and IT/privacy rules.

• Rigging lift team qualifications and daily equipment inspection logs required.

• Contractor shall carry suitable insurance for work on a Government installation.

• Deliverables include a Pre-Move Condition Report, Method Statement/Lift & Move Plan, Permits/escorts (if applicable), and a Post-Move Report & As-Moved Drawing.
