Purpose & Scope
This Sources Sought aims to gather information from potential contractors for the fabrication, delivery, and installation of monument banners on the exterior facade, south and east of Parking Structure 3 (PG3). The project requires design-build services, including:

- Developing a banner attachment strategy that ensures a smooth, seamless appearance, resists wind loads, allows air passage, and ties into existing structural elements without drilling into concrete.
- Producing banners on durable open mesh material.
- Installing banners to allow for future removal and replacement.
- Obtaining VASD approval for the installation proposal.
- Posting permits in accordance with the VASD Safety Office.
- Notifying the COR and CO for any activity outside working hours, ensuring a VA representative is present. No demolition is associated with this project.
Contract Details & Set-Aside
This is a Sources Sought Announcement for market research purposes only; it is not a solicitation. The Government is mandated by Public Law 109-461 to consider a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. However, if SDVOSB responses are inadequate, an alternate set-aside or full and open competition may be considered. Other small business types (Veteran-Owned, 8(a), HUBZone) are also encouraged to respond. The North American Classification System (NAICS) code is 339950 (Sign Manufacturing). No sub-contracting opportunities are anticipated.
Submission Requirements & Deadline
Interested businesses must submit a written response via email to felicia.simpson@va.gov, marked "Attn: Felicia Simpson, Contract Specialist." Submissions must include:
