Quick Summary
The Naval Surface Warfare Center (NSWC), under the Department of the Navy, has issued a Sources Sought Announcement (N6133126SNQ31) for the Improved Maritime Ballistic Plate (IMBP). This market survey aims to identify capable manufacturers for a critical safety item providing ballistic protection against rifle threats for U.S. Naval personnel during Law Enforcement and Antiterrorism duties in land and maritime environments. Responses are due by May 22, 2026, at 4:00 PM CDT/CST.
Purpose & Scope
This Sources Sought is a market survey, not a Request for Competitive Proposals, to assess industry capabilities for manufacturing the iMBP. The iMBP is designed to protect against specific 5.56mm and 7.62mm rifle rounds when used with the Maritime Armor System (MAS) or Naval Security Forces (NSF) Tactical Vest. The contractor will be required to fabricate and deliver iMBPs in six sizes (X-Small to X-Large), adhering to detailed form, fit, and functional requirements outlined in the Performance Work Statement (PWS) and Purchase Description (NQ/PD 26-01). Production must utilize commercial products/standard parts where feasible, and product improvements are encouraged but not considered prior to award.
Key Requirements
The iMBP must be neutrally buoyant, multi-curve, hard armor plates, easily insertable into existing vest pockets. Key performance standards include specific weight thresholds, dimensional tolerances, and a maximum uniform thickness of 1.0 inch. The plates must be black, durably marked with serial numbers, Unique Identification (UID), and Machine Readable Information (MRI). They must be non-hazardous, non-explosive, and free of toxic effects or sharp edges. Durability requirements include resistance to drops, weather, extreme temperatures, fluids (JP-8, oil, salt water), altitude, and temperature shock. Ballistic performance must meet V50 ballistic limit, V0 ballistic resistance, back face deformation, and shatter gap resistance. A First Article Test (FAT) and Lot Acceptance Test (LAT) are mandatory, with the contractor bearing costs for subsequent FATs if initial failure occurs. A five-year warranty is required.
