Scope of Work
Contractors will provide comprehensive diagnostic testing services, including Culture/Isolation, Immuno Assay, and Molecular Services (e.g., PCR, Sequencing). Services support routine and emergency animal disease diagnosis, including bioterrorism events, and contribute to the development of new assay methodologies. Performance standards require adherence to local, State, and Federal regulations, NVSL, and participating laboratory SOPs, with an implemented Quality System consistent with ISO 17025 standards. Services will be provided nationwide.
Contract Details
- Type: Multiple single-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
- Pricing: Firm-Fixed-Price (FFP) task orders.
- Period of Performance: Five (5) one-year ordering periods, not to exceed five (5) years total.
- Ceiling Price: $25,000,000 per individual IDIQ contract. The overall program is estimated at $2.55 billion over 10 years.
- Set-Aside: Unrestricted (Not set-aside for small business concerns). Competition is limited to NAHLN-approved laboratories.

Submission & Evaluation
Quotations will be evaluated on Technical Acceptability and Price, with no tradeoffs. Technical acceptability is determined by evidence of approved NAHLN status. Offerors must submit a one-page cover sheet and pricing using Attachment 2 – Diagnostic Services Price List. Prices must be held firm for 90 calendar days. The solicitation period is one year, with awards potentially made throughout this period.
