Quick Summary
The U.S. Department of Agriculture (USDA), specifically the Agricultural Research Service (ARS), is soliciting proposals for Building Envelope Repair at the National Agricultural Library (NAL) in Beltsville, MD. This opportunity, identified as a Combined Synopsis/Solicitation, focuses exclusively on air infiltration and shaft sealing work. Proposals are due by March 26, 2026, at 11:30 AM UTC.
Scope of Work
This project involves mitigating air infiltration issues through tower chases, door seals, and unused building openings at the NAL. The scope is strictly limited to the Base Bid, which includes air infiltration and shaft sealing. All curtain wall replacement work and bid options previously mentioned in drawings are excluded from this award, as clarified by Amendment 0001 and the RFI responses. Contractors are responsible for all services, field labor, equipment, materials, testing, and personal protective equipment. The facility will remain occupied during construction, requiring minimal impact on daily operations and continuous noise/dust abatement. Field verification of existing conditions is required, with differing conditions addressed by change order.

Proposals must be submitted via email to david.reynolds2@usda.gov. Offerors must be registered in SAM and submit pricing for all items to be considered responsive. A prevailing wage determination (MD20260121 for Prince George's County, MD) applies, specifying minimum hourly rates for various labor classifications.
Important Notes
Amendment 0001 extended the proposal due date and provided responses to RFIs. The RFI responses significantly narrowed the project scope to the Base Bid only, excluding all curtain wall work and bid options. Contractors must submit a Site-Specific Safety Plan (SSSP) within 14 days of award and are responsible for quality control, daily cleanup, and a one-year warranty on all work.
