Sources Sought Notice

This notice seeks to determine if there are commercially available programmable controllers that can fully interface with the existing Honeywell Enterprise Building Integrator (EBI) R700.2 software at Naval Support Activity (NSA) Naples, Italy. The government is considering a renewal of a class Justification & Approval (J&A) to maintain standardization around Honeywell equipment for cybersecurity enhancement, as per NAVFACINST 11000.2. This notice is for market research only and does not constitute a request for proposal, quote, or invitation for bid.

• The core requirement is for programmable building controllers capable of full functional interface with the existing Honeywell EBI R700.2 software.

• The scope includes network controllers, routers, digital controllers, zone controllers, VAV controllers, unitary and equipment controllers, and expansion modules.

• Vendors must demonstrate the ability to provide products meeting the specifications detailed in Attachment 2 – Technical Information.

• Interested vendors must submit a capabilities statement package (max 5 pages, 4MB attachment) electronically.

• The package must include manufacturer identification, country of origin, detailed specification sheets, and a narrative explaining how the vendor's product meets the requirements.

• Responses are due by 2:00 PM EST on May 11, 2026, submitted to matthew.r.lewis52.civ@us.navy.mil.

• Hardcopy or facsimile submissions will not be accepted.

• Responses received after the deadline or without required information will not be considered.

• The notice is based on internal research supporting the consideration of other than full and open competition due to the need for standardization and cybersecurity posture.

• This is not a Request for Proposal (RFP), a promise to contract, or a commitment of any kind.

• No debrief, evaluation letters, or results will be issued to respondents.

• Information received will be used to facilitate the decision-making process regarding procurement.

• The government will not reimburse or assume any costs incurred by respondents.

• These systems must serve Heating, Ventilating, and Air-Conditioning (HVAC) systems.
• For each project, provide:
  • Customer Point of Contact (name, phone, email).
  • Narrative Description of products/services provided.
  • If available: Project title, location (city/state), procurement contract number, and contract value.
