Purpose & Scope
This notice seeks to identify vendors who can provide programmable building controllers that seamlessly integrate with Honeywell EBI R700.2. The requirement is driven by NAVFACINST 11000.2, which mandates controller standardization to enhance the cybersecurity posture at NSA Naples. The scope includes network controllers, routers, digital controllers, zone controllers, VAV controllers, unitary and equipment controllers, and expansion modules. The government is considering "other than full and open competition" due to the critical need for system integration, cybersecurity, and operational efficiency.
Key Requirements
Vendors must demonstrate the ability to provide products that meet the specifications detailed in Attachment 2 – Technical Information. Specifically, controllers must be compatible with Honeywell EBI R700.2 for creating, modifying, and downloading control programming, database, graphics, and configuration files. Respondents must also provide experience with installed systems where Honeywell EBI R700.2 was used to configure non-Honeywell digital controllers for HVAC systems.
Submission Requirements
Interested vendors must submit a capabilities statement package, not exceeding 5 pages and 4MB, electronically to matthew.r.lewis52.civ@us.navy.mil. The package must include:
- Attachment 1: Company Information (form for company identification, contact, business classifications, socioeconomic status, size, contracting role, SAM registration, and bonding capacity).
- Attachment 2: Technical Information (detailed specifications for direct digital controllers, including model numbers, descriptions, application types, communication protocols, and technical data sheets; and 1-3 project references demonstrating experience with Honeywell EBI R700.2 configuring non-Honeywell DDCs for HVAC).
- Manufacturer identification and country of origin.
- A narrative explaining how the vendor's product meets the requirements.
