Notice of Intent to Sole Source

This notice indicates the National Institute of Standards and Technology (NIST) Physical Measurements Lab, Fundamental Thermodynamics Group's intent to procure a narrow-linewidth frequency-doubled 556 nm laser system on a sole source basis from Toptica Photonics. This procurement falls under FAR Part 12, Acquisition of Commercial Products and Commercial Services.

• Product: One (1) narrow-linewidth frequency-doubled 556 nm laser system (Toptica Photonics model Amplified Fiber-Doubled DL Pro Laser System).

• Technical Specifications:

  • Narrow laser linewidth (< 2 kHz Lorentzian) at 556 nm.
  • High seed laser output power (> 130 mW).
  • Phase-coherent, single pass frequency-doubled fiber amplifier.
  • High frequency-doubled fiber amplifier output power at 556 nm (> 1 W).
  • High-speed, laser-narrowing electronics.

• Delivery: FOB Destination within twenty (20) weeks after receipt of order.

• Warranty: One (1) year.

• Contract Type: Firm Fixed Price.

• This is a notice of intent to sole source, not a Request for Quote (RFQ) or pre-solicitation notice. No formal solicitation is available at this time, and no award will be made based on this notice.

• Interested firms are encouraged to submit documentation demonstrating how they can meet the minimum requirements and technical specifications. This may include brochures, manuals, reports, demonstration videos, other technical data, and identification of current customers.

• Proprietary information should NOT be provided.

Request for Information / Sources Sought Notice

This notice is a market research tool to identify potential sources for a Narrow-Linewidth, Frequency-Doubled 556 nm Laser System. It is not a Request for Quote, and no award will be made from this notice. The government is seeking domestic commercial products if available.

The Fundamental Thermodynamics Group at NIST conducts research in thermodynamic measurements, including developing primary thermometers based on atomic gases. This laser system is intended for research related to cesium and ytterbium atomic gas measurements.

The contractor shall deliver one (1) Narrow-Linewidth, Frequency-Doubled 556 nm Laser System. Key technical specifications include:

• Narrow Seed Laser:

  • Wavelength: 1111.60 nm
  • Output Power (fiber): >= 130 mW
  • Polarization Extinction Ratio (fiber): >= 20 dB
  • Linewidth: <= 1 kHz
  • Control: USB, TCP/IP, Python programmability, PC GUI, PID controller with lock-in detection.

• Frequency-Doubled Fiber Amplifier:

  • Output Wavelength Bandwidth: 555.5 nm to 556.5 nm
  • Frequency-Doubled Output Power: >= 1 W
  • Linewidth: <= 2 kHz
  • Relative Intensity Noise: < 0.1 % RMS (100 Hz - 10 MHz)
  • Power Stability: +/- 0.5 % over 8 h
  • Polarization Extinction Ratio: > 300:1
  • Control: Rack-mountable electronics, USB, TCP/IP, PC GUI.

• Laser Narrowing Electronics:

  • Includes Pound-Drever-Hall (PDH) error signal generation/detection (2 channels).
  • Includes a PID controller with fast (>= 50 MHz bandwidth) and slow (>= 15 kHz bandwidth) feedback outputs.
  • Control: USB or TCP/IP interfaces, PC GUI.
