Quick Summary

NASA Kennedy Space Center is soliciting proposals for the NASA Launch Services II (NLS II) 2026 On-Ramp, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Space Transportation and Launch Services. This opportunity allows new domestic launch service providers, and existing NLS II contractors with new launch vehicles, to join the program. Proposals are due by May 15, 2026, at 4:30 p.m. local time.

Opportunity Overview

This solicitation is an "on-ramp" provision to the existing NLS II contract, which remains open through December 31, 2032. The purpose is to procure safe, successful, reliable, and affordable launch services for NASA and NASA-sponsored payloads, incorporating commercial best practices. Awards may be made on a rolling basis, with proposals evaluated sequentially.

The scope includes standard launch services for order years through June 30, 2030, and non-standard services and special task assignments with labor rates through December 31, 2032. Key requirements also include minimum launch vehicle telemetry support as outlined in LSP-PD-120.05.
