Scope of Work
The NPSC-SR II will provide comprehensive protective services across multiple NASA Centers, including Kennedy Space Center (KSC), Johnson Space Center (JSC), Marshall Space Flight Center (MSFC), Stennis Space Center (SSC), Ames Research Center (ARC), and associated facilities. Services will involve access to and/or generation of classified information up to the Top Secret level. Key requirements include:
- Information Security (INFOSEC) and Communications Security (COMSEC)
- Emergency Management (preparedness, operations, continuity, test/training)
- Protective Services Communication Center (PSCC) operations (dispatch, monitoring security/life safety systems)
- Physical Security (safeguarding individuals/assets, assessments, locksmith services, electronic security systems)
- Security Operations (uniformed armed officers, investigations, access control, SWAT, K9, crowd control, law enforcement)
- Identity Credential and Access Management (ICAM) (I-9 verification, badging, foreign national visits)
- Personnel Security (background investigations, eAPP support)
- Internal Security Education and Training (firearms, defensive tactics, active shooter response, report writing)

Submission Requirements
Interested firms must submit a capability statement (no more than 15 pages, 12-point font, PDF) by March 26, 2025, 5:00 PM EDT. Submissions should be sent electronically to ksc-npsc-sr-ii@mail.nasa.gov. The statement must include:
- Company details (name, address, POC, UEI, CAGE, years in business, annual receipts, employees)
- Size under NAICS 561612 ($29M standard) and socioeconomic status
- GSA contract info (if applicable)
- Ownership, affiliate info, and interest as prime or subcontractor
- Specific capabilities relevant to the requirements, including past contracts since February 1, 2022, and previous/current facility clearance levels.
Industry Engagement
NASA intends to hold one-on-one meetings with industry during the week of April 7, 2025, via conference call or Microsoft Teams. These 30-minute meetings will allow respondents to elaborate on their capability statements.
