Quick Summary
The USDA Forest Service is conducting its 2026 Annual Review for National Type 2 Firefighter Crews, extending current Blanket Purchase Agreements (BPAs) through May 2027 and reopening the solicitation for new companies. This Total Small Business Set-Aside opportunity seeks qualified crews for fire suppression and All-Hazard incidents nationwide. Quotes are due April 1, 2026.
Scope of Work
This solicitation is for multiple BPAs to provide commercially available Type 2 qualified wildland firefighter crews (T2C) for fire suppression activities, All-Hazard incidents, and Severity/Preparedness assignments across the nation. Contractors are responsible for furnishing and managing all equipment, materials, supplies, transportation, lodging, and trained/certified personnel. Crews must be available for dispatch from Designated Dispatch Centers (DDCs) within a 100-mile radius.
Key Updates & Requirements
- BPA Extension: Current BPAs are extended through May 2027.
- Crew Bosses (CRWB): CRWBs are no longer assigned to specific crews. Contractors must establish and maintain a Government-approved CRWB roster, from which individuals will be designated at the time of resource order.
- Firefighter Type 1 (FFT1) Verification: Qualification documentation for all FFT1 personnel (both current awardees and new quotes) is required. Submissions are due by June 1, 2026, for guaranteed review. This is not a condition of award but assists in confirming sufficient qualified personnel.
- Designated Dispatch Point (DDP): Documentation demonstrating ownership, leasehold interest, or legal control over the DDP is required by May 1, 2026, at 4:00 PM MT. The DDP must be operationally viable to safely host crew personnel and equipment.
- Solicitation Updates: Clauses, Section B.5.3, D.1.16, and notes for awardees/offerors have been updated, and the most current wage determination is incorporated.
- Staffing: Contractors must demonstrate sufficient personnel to staff all awarded crews. Failure to do so may result in suspension of affected resources.
