- Period of Performance: Base period until December 31, 2026, with four subsequent option periods.
- Estimated Level of Effort (LOE): Provided for illustrative planning purposes per 18-month exercise cycle, with specific man-day allocations for each SME role. A surge effort capability is also included.
Submission & Evaluation
- Bid Closing Date: June 15, 2026, 13:00 hours Central European Time.
- Submission Method: Proposals must be submitted electronically in three separate emails: Administrative, Technical, and Price.
- Technical Proposal Limits: 200 pages total, with a 25-page limit per candidate section.
- Required Documents: Include Compliance Statement, Past Performance Form, Certificate of Bid Validity, Certificate of Independent Determination, Certificate of Exclusion of Taxes and Charges, Statement of Absence of Conflict of Interest, Certificate of Legal Name of Bidder, Technical Evaluation Matrix for Key Personnel, supporting documentation (CVs, diplomas), and a Price Proposal detailing man-day rates.
