Performance Work Statement (PWS)

This PWS outlines the requirements for Warehouse Support Services (WSS) for the Naval Medical Readiness Logistics Command (NMRLC) at Cheatham Annex (CAX), Williamsburg, Virginia. The primary goal is to ensure the readiness and sustainment of Expeditionary Medical Systems (EXMEDS) through comprehensive warehouse and equipment support.

• General Warehouse Support: Includes receiving, shipping, storing, picking, disposal, kitting, packing, and inventory of general and specialized materials. This also covers maintaining Civil Engineering Equipment (CEE).

• Civil Engineering Equipment (CEE) Support: Encompasses maintenance, inspection, repair, and certification of CESE, CEEI, Containers, Shelters, and Expeditionary Tool Kits. This includes managing readiness levels, performing maintenance, and preparing equipment for transfer or deployment.

• Biomedical Equipment Support: Involves inspection, calibration, preventive maintenance, and repair of all medical, dental, and scientific equipment.

• Hazardous Material (Hazmat) Support: Management of hazmat throughout its lifecycle, including storage, handling, shipping, and disposal.

• Program Management: Requires a Program Manager to act as the focal point for communication, ensure timely deliverables, and manage personnel.

• 95% of monthly scheduled CEE workorders must be in a ready-for-issue status.

• 75% of contracted staff must have material handling licenses and be OSHA compliant.

• Timeliness and accuracy of deliverables and reports are key performance indicators.

• Period of Performance: Base period from October 1, 2025, through September 30, 2026, with four (4) one-year option periods.

• Place of Performance: 100% Government location at NMRLC, Cheatham Annex (CAX), Williamsburg, VA, specifically in buildings 565, 504, 115, 117, CAD 7, and CAD 30.

• Personnel Qualifications: Specific experience and certifications are required for various roles, including Program Manager, Operations Supervisor, Biomedical Technicians, and Safety Specialists.

• System Usage: Contractors must use DMLSS, HIMS, or other authorized government databases for routine processes and record-keeping.

• Training: Contractors are responsible for ensuring their personnel are properly trained and certified for assigned tasks, including safety procedures and equipment operation.

• Reporting: Daily time and attendance reports, monthly performance reports, and various other specific reports are required.

• Safety & Compliance: Adherence to all fire, security, safety, and occupational health regulations is mandatory.

Solicitation

This is a Request for Quotation (RFQ) for Warehouse Support Services (WSS) under the Seaport program of multiple award IDIQ contracts. The Navy is seeking to streamline the source selection process for this requirement, which is reserved for Seaport SDVOSB MAC holders. The objective is to procure services related to Civil Engineering Equipment (CEE) maintenance, biomedical equipment maintenance, receiving, shelf-life/hazmat material management and sustainment, production/kitting, disposal, and transportation of material.

• The core requirement is warehouse support for all aspects of warehousing operations, including maintaining Civil Engineering Equipment (CEE) for NMRLC EXMEDS programs. CEE includes Support Equipment (CESE), Configurable Shelters, Containers, and Expeditionary Tool Kits.

• Offerors must demonstrate past performance in areas such as Civil Engineering Equipment Maintenance, Biomedical Equipment Maintenance, Receiving, Shelf-Life/Hazmat material management and sustainment, Production/Kitting, Disposal, and Transportation of material.

• The anticipated contract type is Cost-Plus-Fixed-Fee (CPFF).

• The estimated level of effort is 265,768 manhours of direct labor for the base period (12 months), with an option to increase by 1,195,956 manhours, totaling 1,461,724 estimated manhours.

• The period of performance for the base contract is from June 15, 2026, to June 14, 2027, with multiple option periods extending through December 14, 2031.

• This is a two-step submission process:

  • Step One: Initial past performance evaluation. Submissions are due by 5:30 PM EDT on March 27, 2026. Must not exceed three single-sided pages and must include the Seaport IDIQ number.
  • Step Two: Only viable Step One submissions will be invited to submit a Step Two quote. The deadline for Step Two submissions is 5:30 PM EDT on April 24, 2026.

• Quotes must be submitted in two volumes: Volume I (Non-Cost Quote) and Volume II (Cost Quote).

• Evaluation will be based on a Best-Value Trade-Off process, with Performance Approach being more important than Past Performance. Both are more important than Cost.

• Quotes must be rated 'Acceptable' or better for non-cost factors to be eligible for award.

• This solicitation is reserved for only Seaport SDVOSB MAC holders.

• Questions regarding solicitation requirements are due by March 25, 2026, 5:30 PM ET.
