Sources Sought / Request for Information

This notice is for market research to assist the Government in developing acquisition strategies for a follow-on effort to Contract No. N6426722C0011. The effort supports the Navy’s Shipyard Infrastructure Optimization Program (SIOP), which aims to modernize aging facilities across the Navy's four public shipyards. This RFI seeks to determine marketplace interest and capabilities.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the program management support services required to assist the Program Executive Office, Infrastructure Expeditionary (PEO IE) and the Shipyard Infrastructure Optimization Program (SIOP) Program Management Office (PMO) 555 in executing the SIOP mission. The SIOP aims to recapitalize and modernize infrastructure across four public nuclear shipyards to improve productivity and combat readiness.

The contractor shall provide program management support services, including:

• Management of SIOP to meet performance, cost, and schedule targets.
• Identification and definition of facilities and infrastructure upgrades.
• Development and execution of contracting and acquisition strategies.
• Ensuring environmental compliance.
• Stakeholder communication and program governance.
• Technology insertion and resourcing through the Planning, Programming, Budgeting, and Execution (PPBE) process.

• Contractor shall provide monthly progress, status, and management reports (CDRL A001).

• Contractor shall provide performance and cost reports (CDRL A002).

• Contractor shall record meeting minutes (CDRL A003).

• Contractor shall provide technical reports/study services (CDRL A004).

• Contractor shall provide presentation materials (CDRL A005).

• Period of Performance: Base period of one (1) year, plus four (4) one-year options, totaling 5 years.

• Place of Performance: Government facilities at Washington Navy Yard and the four public nuclear shipyards (Pearl Harbor, HI; Puget Sound, WA; Kittery, ME; and Portsmouth, VA). At least 75% of the work must be performed on-site.

• Travel between Washington D.C. and the shipyards is required.

• Non-personal services contract.

• Contractor personnel require CONFIDENTIAL clearance and a Tier 3 background investigation for shipyard access.

• Contractor personnel will have access to Controlled Unclassified Information (CUI).

• Contractor personnel must follow OPSEC concepts and principles.

• Contractor personnel must identify themselves as contractors.

• Mandatory training may be required (e.g., Antiterrorism, OPSEC, PII).
