Scope of Work
The contractor will support the NAWCAD WOLF ASI Division, operating under an organic Lead Systems Integrator (oLSI) model, to rapidly insert and transition advanced technologies, systems, sensors, and weapons for urgent fleet needs. This includes development, design, prototyping, low-rate production, demonstration, testing, integration, technical installation, transition through Initial Operational Capability (IOC), and maintenance. Key domains include cyber, Maritime Domain Awareness (MDA), situational awareness, data management and dissemination, and other rapid capability software requirements for various manned and unmanned airborne platforms. Specific tasks involve software development, network design, cybersecurity engineering, test and evaluation, and user/maintainer training.
Contract Details
This is a Task Order (TO) award under the SeaPort-NxG Multiple Award Contract (MAC). The contract type will feature Cost-Plus-Fixed-Fee (CPFF) CLINs for labor, Cost Reimbursement for Other Direct Costs (ODCs), and Not Separately Priced (NSP) for Data and Contract Acquired Property (CAP). The base period of performance is from November 17, 2026, to November 16, 2027, with options extending through November 16, 2031. The estimated total level of effort is 723,880 man-hours, with an estimated minimum labor cost exceeding $90,853,446. Approximately 51% of the work will be performed at Government sites (NAWCAD WOLF, St. Inigoes, MD, and NAS Patuxent River, MD), and 49% at the contractor's site within 50 drivable miles of NAWCAD WOLF. Personnel require a minimum interim Secret clearance, with some roles requiring Top Secret/SCI access. A Top Secret Facility Clearance (FCL) is required. The NAICS code is 541330 (Engineering Services) with a $47M small business size standard. CMMC Level 2 (Self) status is required for systems processing FCI or CUI.
Eligibility & Evaluation
This is an unrestricted competition, open only to businesses currently holding a SeaPort-NxG Multiple Award Contract (MAC). Award will be based on the Highest Technically Ranked Offer (HTRO) at a fair and reasonable price, with no trade-offs between technical and cost factors. The evaluation process involves three steps:
- Key Personnel (Pass/Fail): Assessment of qualifications (Volume 1, Attachment P1).
- Technical: Comparative analysis of oral presentation responses to a Sample Task scenario (Volume 2).
- Cost/Price: Evaluation for cost realism and reasonableness (Volume 3), primarily for the HTRO. Organizational Conflict of Interest (OCI) will also be evaluated.
Submission Requirements

Submissions must be UNCLASSIFIED, structured according to Section L, and adhere to specific formatting, naming conventions, and page limitations.
