This solicitation is for the procurement and delivery of one (1) 14' Rear Steer HyGrade Pull Type Grader with Hydraulic Box End Pair and Snow Shoe Option (brand name or equal). The equipment is intended for the U.S. Fish and Wildlife Service at the Arrowwood National Wildlife Refuge in Pingree, ND.

• One (1) 14' Rear Steer HyGrade Pull Type Grader.

• Must include Hydraulic Box End Pair.

• Snow Shoe Option (brand name or equal).

• Equipment must meet salient characteristics/specifications attached.

• Operator/User Manual, Maintenance Manual, Warranty documentation, Parts list, Manufacturer contact information for warranty support, and safety certifications/compliance documentation are required.

• This is a 100% Total Small Business set-aside.

• Firm-fixed price contract.

• Period of Performance: March 16, 2026 to May 15, 2026.

• Delivery Date: May 15, 2026.

• Quotes must be submitted via email to khalilah.brown@fws.gov by March 11, 2026, 5:00 PM EST.

• Quotes must include: Name of Firm, UEI, Point of Contact, Phone, Email, Pull Type Grader details (including Hydraulic Box End Pair and Snow Shoe), Freight costs, Estimated delivery date, Manufacturer and model.

• Quotes will be evaluated based on Best Value, considering competitive pricing, delivery lead time, salient characteristics, warranty terms, and positive past performance history.

• Offerors must be registered in SAM.gov and their registration must be current and active.

• This acquisition is a 100% Total Small Business set-aside.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, and 52.212-4.

• Payment will be made via the Invoice Processing Platform (IPP).
