• Drive System: Selectable 2WD / AWD / 4WD
• Person Capacity: Minimum 3 persons
• Towing Capacity: Minimum 2,500 lbs
• HVAC: Factory-installed integrated system with heat, AC, adjustable venting, and windshield defrost
• Cab: Fully enclosed hard cab with glass front windshield, wiper/washer, and power side windows
• Protection: Skid plates or underbody protection suitable for off-road and snow operations
• Warranty: Minimum 12-month manufacturer's warranty covering parts and labor.

Plow-Ready Package:

• UTV configured for plow system installation, including mounting hardware, winch compatibility, and electrical connections. (Note: Plow blade purchased separately by Government).

Trade-in:

• One (1) 2009 Honda TRX500FA9 ATV provided as-is.

• Supply and deliver the UTV meeting all specifications.

• Provide all manuals, warranty documentation, and product information.

• Coordinate pickup and loading of the trade-in unit.

• Provide unloading equipment and labor at time of delivery.

• Ensure the trade-in unit is accessible and ready for pickup.

• Coordinate delivery with the contractor.

• FOB Destination. Delivery to the destination consignee's wharf, warehouse unloading platform, or receiving dock at the contractor's expense.

• Contractor is responsible for packing, marking, preparing bills of lading, delivering in good order, and bearing all charges to the specified point of delivery.

• Delivery Instructions: Contact technical coordinators at least 3 days prior to delivery to arrange a specific time (Monday-Friday, 8:00 AM–4:00 PM). Unloading/loading is the carrier's responsibility.

• Delivery Location: Tewaukon National Wildlife Refuge, 9754 143 ½ Ave SE, Cayuga, ND 58013.

• Government acceptance is contingent upon compliance with all specifications and requirements.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for a "Plow-Ready UTV with (1) Trade-in" for the ND TEWAUKON NWR. The government intends to award a firm-fixed-price order to the responsible offeror whose submission conforms to the requirements and offers the best value.

  • Lead time after receipt of order
  • Price

• Proposals must include a completed SF 1449, company information (Name, UEI, POC), and a signed SF 30 if amendments were issued.

• The acquisition is set aside 100.00% for Small Business.

• NAICS Code: 336999 with a Size Standard of 1,000 employees.

• Offerors must provide pricing for CLIN 00010 (UTV) and CLIN 00020 (Plow System) separately, and an overall total.

• Failure to include all required documentation may result in an unacceptable quotation.
