Statement of Work (SOW)

To provide lodging services for the Near East South Asia Center (NESA) for Strategic Studies' Executive Forum (EF0426) / CASA Program.

• Provide accommodations for approximately 26 individuals from July 31 – August 7, 2026, with a late check-out on August 8, 2026.

• Offer 26 USG-funded single rooms and 10 self-pay single rooms.

• Rooms must be comparable in size and type, equipped with a workspace, desk, drawers, free high-speed internet, refrigerator, microwave, and secure safe.

• Include a hot breakfast buffet in the room rate. Meals must not contain pork or alcohol, with pork products separated and labeled. Chicken will be used as a substitute for pork.

• Provide access to an in-hotel full-service restaurant for breakfast, lunch, and dinner, with sufficient waitstaff. Three additional full-service restaurants must be within 0.5 miles.

• Proximity: Within 0.5 miles of the Pentagon and 0.7 miles of an in-service metro station, or provide shuttle service.

• Accessibility: Facilities must be compliant with the Americans with Disabilities Act (ADA).

• Additional Facilities: Public area for group meetings (up to 10 participants) and on-site laundry facilities.

• Financial Liability: Government has no financial liability for self-pay rooms; hotel must confirm availability and hold these rooms at a group rate until one week prior to arrival.

• Dates: July 31 – August 7, 2026 (check-out August 8, 2026).

• Location: Washington, D.C. Metropolitan area.

• Room Reservations: NESA will provide room lists one day prior to arrival. Self-pay guests must reconfirm reservations directly with the hotel within five days of planned arrival.

• Restrictions: Contract excludes costs for local/international phone calls, pay-per-view, mini-bar consumption, room service, or alcoholic beverages. Government requests outgoing phones, turned-off pay-per-view TV, and emptied mini-bars.

• Occupancy Terms: Government will be charged for the day if a room is not occupied by 6:00 P.M. on the scheduled occupancy date; remaining days will be canceled without charge.

• Contract Type: Firm-Fixed Priced contract.

• Contracting Officer: Washington Headquarters Services (WHS) Acquisition Directorate.
