Performance Work Statement (PWS)

This PWS outlines the requirements for providing support services for the Region VII Supported Collective Training Exercise (SCTE) Structural Collapse Venue Site (SCVS). The goal is to provide a realistic training environment for domestic contingency operations readiness.

The contractor shall provide personnel, equipment, tools, materials, supervision, and quality control for SCVS support. This includes providing and managing contractor role players, moulage artists, and weighted manikins for the NE CBRN Enhanced Response Force Package (CERFP) SCTE. Approximately 220 government personnel are expected to attend.

The exercise is scheduled for 01-03 September 2026.

• Personnel: Provide role players, moulage artists, Subject Matter Experts (SMEs) for urban search and rescue, patient coordinators, and ALS ambulance crews with paramedics.

• Equipment: Provide heavy equipment/machinery for SCVS reset, portable toilets, handwashing stations, and a non-potable water tender truck.

• Materials: Provide gel substance kits for chemical detection, and all materials/equipment for SCVS reset (excluding items provided by CERFP like concrete slabs, sheet metal, barriers, and lumber kits).

• Services: Manage manikins, set up and operate a moulage site, provide transportation for role players, and ensure safety protocols are followed.

• SCVS Reset: Reset the SCVS to create a realistic training environment, including providing labor, heavy equipment, and construction materials.

• Quality Control: Develop and maintain a Quality Control Plan (QCP) and adhere to Quality Assurance (QA) surveillance.

• Safety: Ensure contractor employee safety, including providing PPE, and adherence to installation regulations. Role players must not wear personal items like phones or jewelry near the rubble pile.

• Reporting: Submit Monthly Status Reports (MSR) and a Close-Out Report with After-Action Report (AAR) comments.

• Contractor employees must comply with all installation regulations, including fire, traffic, safety, and security.

• AT Level I Training is required for contractor employees requiring access to Army installations.

• A release of liability must be signed by all participating employees prior to entry.

• Contractor will not have access to the government network.

• Protection of Personally Identifiable Information (PII) is required.

• No Organizational Conflicts of Interest (OCI) are permitted.

• Real World Medical Support is required, including two ALS ambulances with four paramedics on-site.

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide support for Region VII External Evaluation (EXEVAL) Structural Collapse Venue Site (SCVS). The goal is to provide a realistic training environment for domestic contingency operations readiness.

• Provide personnel, equipment, tools, materials, supervision, and quality control for Region VII EXEVAL.

• Supply SCVS reset, role players, and weighted manikins for the NE CBRN Enhanced Response Force Package (CERFP) EXEVAL.

• Approximately 220 government personnel will attend the training exercise.

• The contractor shall provide all equipment/heavy machinery for rubble pile reset.

• The contractor shall provide materials and services for SCVS reset and role player/manikin support.

• Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Performance standards are detailed in Technical Exhibit 1 - Performance Requirements Summary.

• Tasks include Program Management, Contractor Management Reporting, SCVS Training Support Personnel, SCVS Reset Support, and Role Player/Moulage/Trauma Manikins Support.

• Exercise Dates: 12-14 November 2026.

• Location: Mead Training Site, 785 County Road J, Yutan, Nebraska 68073.

• Telecommuting is not authorized.

• Security: Personnel must have valid government-issued ID. Vehicles are subject to search. Compliance with installation regulations is mandatory.

• Training: AT Level I Awareness training is required for personnel accessing Army installations. Role players require orientation and safety training.

• Personnel: Approximately 220 government personnel will attend. Specific numbers for role players, manikins, SMEs, patient coordinators, and ALS ambulances are detailed for each day of the exercise.

• Safety: Contractor is responsible for employee safety, including PPE. Role players must not wear jewelry or watches near the rubble pile. Formal safety plans and real-world emergency procedures are required.

• Materials: Contractor to provide specific gel substance kits, black lights, and materials for SCVS reset. CERFP will provide concrete slabs, sheet metal, barriers, and lumber kits.

• Equipment: Contractor to provide heavy machinery, forklifts, skid-steers, etc. Government will not provide heavy machinery.

• Facilities: Contractor will be provided an area of land at Mead Training Site for a fixed moulage site and to pre-stage equipment.

• Communications: COMSEC procedures apply. Contractor will not have access to the government network.

• Data Rights: Government has unlimited rights to all documents/material produced.

• Organizational Conflicts of Interest (OCI): Contractor must notify KO of any potential OCI and submit a mitigation plan.

• Real World Medical Support: Contractor must provide two ALS ambulances with four paramedics on site for the duration of the training event.
