Quick Summary

The Department of the Army, USPFO Activity NE ARNG, has issued an Award Notice for support services for the NE CBRN Enhanced Response Force Package (CERFP) Structural Collapse Venue Site (SCVS) Collective Training Exercise (SCTE) and External Evaluation (EXEVAL). These services will provide a realistic training environment for domestic contingency operations readiness at the Mead Training Site, Yutan, Nebraska. This opportunity is designated as a Total Small Business Set-Aside.

Scope of Services

The awarded services encompass comprehensive support for two key exercises: the SCTE (September 1-3, 2026) and the EXEVAL (November 12-14, 2026). The contractor is responsible for providing all necessary personnel, equipment, tools, materials, supervision, and quality control. This includes:

  • Personnel: Role players, moulage artists, Subject Matter Experts (SMEs) for urban search and rescue, patient coordinators, and ALS ambulance crews with paramedics.
  • Equipment: Heavy machinery for SCVS reset (e.g., forklifts, skid-steers), portable toilets, handwashing stations, and a non-potable water tender truck.
  • Materials: Gel substance kits for chemical detection and all materials for SCVS reset (excluding items provided by CERFP like concrete slabs, sheet metal, barriers, and lumber kits).
  • Site Support: Managing weighted manikins, setting up and operating a moulage site, providing transportation for role players, and ensuring safety protocols.
  • SCVS Reset: Resetting the SCVS to create a realistic training environment, including labor, heavy equipment, and construction materials.
  • Medical Support: Providing two ALS ambulances with four paramedics on-site for the duration of both training events.

Key Requirements

  • Compliance: Contractor employees must adhere to all installation regulations (fire, traffic, safety, security).
  • Training: AT Level I Awareness training is required for personnel accessing Army installations. Role players require orientation and safety training.
  • Safety: Contractor is responsible for employee safety, including providing PPE. Role players must not wear personal items like jewelry near the rubble pile.
  • Quality Control: Development and maintenance of a Quality Control Plan (QCP) is mandatory, with performance evaluated via a Quality Assurance Surveillance Plan (QASP).
  • Reporting: Submission of Monthly Status Reports (MSR) and a Close-Out Report with After-Action Report (AAR) comments.
  • Wage Determination: The Service Contract Act (SCA) applies, requiring adherence to minimum hourly wage rates and fringe benefits for specified occupations in counties including Cass, Douglas, Sarpy, Saunders, and Washington in Nebraska, and Harrison, Mills, and Pottawattamie in Iowa.
