- Lot 2: Identical items as Lot 1. All items must conform to MIL-DTL-32747 dated 3 JUN 2025 and Pattern Date 3 AUG 2023. A critical requirement, in accordance with the Berry Amendment, is that all items must be 100% U.S. Made out of 100% U.S. Materials.
Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ), Firm Fixed Price (FFP).
- Duration: Five (5) pricing tiers, each for a 12-month performance period, resulting in 60-month contracts.
- Set-Aside: Total Small Business Set-Aside for both Lot 1 and Lot 2.

Evaluation Factors
Award will be based on Best Value, Trade-Off Source Selection, where technical merit is more important than price. Evaluation factors, in order of importance, are: Product Demonstration Models (PDM), Past Performance Confidence Assessment, and Proposed Price. The notice further emphasizes that Past Performance will be the most important evaluation factor, followed by PDMs (evaluated for conformance to specifications), and then Price. Offerors must submit two PDMs (one size 34 Green, one size 34 Blue) from each proposed place of performance, along with a three-year history of experience/past performance.
