Scope of Work

The Army seeks commercial software solutions providing Network Management/Enterprise Systems Management (NM/ESM), Cybersecurity, and Information Dissemination Management/Content Staging (IDM/CS) capabilities. The goal is a continuously modernizing, secure, and resilient network for Multi-Domain Operations (MDO). This RFI specifically excludes hardware and the development of new software solutions.

Controlled Unclassified Information (CUI) Access

Detailed technical requirements, which contain CUI, are accessible upon request via the "Request Access" button on SAM.gov. Offerors must provide their UEI and CAGE Code, and the Government will verify Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance (self-assessment) before granting access. Early submission of access requests is strongly encouraged.

Submission Requirements

Organizations with mature software solutions are requested to provide the following via email to the identified POCs:

  • Entity name, UEI, address, email, website, telephone, and size/type of ownership.
  • Tailored software capability statements addressing each requirement with documentation.
  • Description of seamless software provision and installation.
  • Details of any prior provision of similar software to the Department of Defense (to whom, when, scope).
  • If providing capability only through a reseller, a statement justifying the value added to the Government (as the Army intends to procure direct from OEM).
